Job Summary:

As the Russian invasion expands in Ukraine, the United Nations (UN) estimates that more than four million Ukrainians will be forced to flee the country if there is no cessation of the invasion. Already an estimated 84,000 refugees have crossed into Moldova, with about half moving on to other countries in the EU and the other half settling in Moldova. Caritas Moldova is responding to the refugee crisis, working to serve conflict-affected Ukrainians in Moldova. Together with Catholic Relief Services (CRS), Caritas Moldova’s partner, Caritas Moldova will be starting up a cash response program to provide cash cards to conflict-affected refugees in Moldova.

As the Regional Coordinator, you will work closely with a counterpart Project Manager at Catholic Relief Services (CRS) to manage Caritas Moldova’s cash response for conflict-affected refugees. You will coordinate a team of Community Liaisons who work to register and provide information to refugees for the cash program and coordinate implementation activities.

 

Caritas Moldova is hiring this position for 6 months, with the opportunity to extend.

Roles and Key Responsibilities:

  • Ensure communication with project partners and compliance with contractual obligations from partnership agreements.
  • Work closely with CRS Project Manager to prepare and manage action plans for the project and coordinate project activities
  • Manage project budget and other human and materials resources
  • Supervise and coordinate team of Community Liaisons in different rayons of Moldova
  • Build long-term collaborative relationships with project partners, beneficiaries and funders.
  • Monitor progress achieved towards the proposed objectives and draft reports to donors, partners, and beneficiaries
  • Organize regular meetings with the Caritas Moldova cash response team

Additionally, the Project Coordinator has key Safeguarding Duties:

- Assumes responsibility for fully understanding the protection policy and its implications.

- Act in accordance with the Code of Ethics and Conduct, comply with the Safeguarding Policy at all times (in professional and personal life) and seek clarification if anything is unclear

- Performs duties in a manner that does not harm children, vulnerable adults or other employees / volunteers, does not expose them to additional risks of abuse or exploitation.

- Promotes a respectful and trustworthy office and field environment with beneficiaries and community members.

- Report any Safeguarding issues according to Caritas Moldova procedures.

- Ensure that program-specific protection questions are included in recruitment interviews and written tests.

- Ensures that all new employees receive training in Safeguarding policy as part of their training.

- Ensure that protection policy is taken into account in project evaluations

- Ensures that the Safeguarding Policy, Code of Ethics and Conduct are communicated and understood by beneficiaries and relevant members of the community (through continuous, age-appropriate, contextualized, verbal and / or written information, shared in the local language).

- Ensure that beneficiaries understand the expected behavior of staff and know how to safely report any concerns.

- Ensures that feedback from beneficiaries is properly managed and treated.

- Treat anyone who reports a Safeguarding concern or issue with respect and dignity and express concern for their general safety and well-being.

Basic Qualifications

  • University degree required.
  • 2 years of work experience, including experience in the NGO sector
  • Driver’s License and ability to drive required

Required Languages – Written and spoken proficiency in Russian, Romanian and English required.

Travel – Must be willing and able to travel within Moldova, including to border areas, up to 75%.

Knowledge, Skills and Abilities

  • Good relationship management skills and the ability to work closely with community members and other stakeholders
  • Strong project management and coordination skills
  • Computer skills (Word, Excel, Power Point, etc.)
  • Analytical thinker with good organizational skills
  • Excellent communication skills
  • Knowledge and observance of moral and ethical norms, as well as professional ethics
  • Ability to write clearly and coherently

 

Supervisory Responsibilities: Team of Community Liaisons

 

Key Working Relationships:

Internal: Caritas Moldova Director, Community Liaisons and other Caritas Moldova staff

External: Catholic Parishes, counterpart team at Catholic Relief Services, community members, collective center employees, UNHCR, other NGO and faith-based actors
