Job Summary:
As the Russian invasion expands in Ukraine, an enormous humanitarian crisis is developing across the country and region. The United Nations (UN) estimates that more than four million Ukrainians will be forced to flee the country if there is no cessation of the invasion, while millions of others will be displaced internally within Ukraine. Neighboring countries are quickly easing entry restrictions and preparing to host large numbers of refugees, as cars are lined up for miles on the Ukrainian sides of borders.
You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, donors’ rules and regulations, and legal requirements to support high - quality programs serving the poor and vulnerable. As part of the finance team, you will help coordinate daily financial activities through preparation and delivery of financial services.
CRS is hiring for this position for 6 months, with the opportunity to extend. CRS will also consider consultancy agreements for candidates who prefer this option.
Roles and Key Responsibilities:
- Review supporting documentation of financial transactions to ensure all required documents are accurate and complete.
- Help ensure proper maintenance of all data required for processing financial transactions for assigned accounts in financial accounting package.
- Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
- Help evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
- Prepare delegated financial reports, as needed.
- Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues.
- Provide daily management of finance issues and ensure all deadlines are met.
- Assist in Quarterly Cash Forecast and submit Monthly Cash Request.
- Identify and remedy internal control weaknesses in all areas that impact CRS financial resources.
- Prepare Bank Forms for payments with all necessary approvals.
- Prepare Bank Reconciliation; send reconciliation with copies of the Bank Statements to next level approval authority for the Month End Processing.
- Be informed about local fiscal and other financial laws related to taxes and exemptions; inform next level authority and Country Program staff as appropriate.
- Perform partner’s financial monitoring.
- Review payment requests and supporting documentation.
- Liquidation for rents.
- Collect contracts to be announced to the tax authorities.
Basic Qualifications
- BA/BSc Degree in finance, financial management, economics, accounting, or related field from recognized institution. Additional experience may substitute for some education.
- Master’s Degree in Economics, Finance & Accounting will be considered a plus.
- At least 3 years of relevant experience
- Strong computer skills, particularly Excel, Word.
- Thorough knowledge of accounting principles and procedures preferred.
- Experience with accounting systems is required.
- Familiarity with the relevant public donors’ regulations will be considered as a plus.
- Knowledge of financial reporting software will be considered a plus.

- Knowledge of or experience with social service programming preferred
Required Languages – Spoken proficiency in English and Russian/Romanian required.
Travel – Occasional travel within Moldova may be requested.
