The United Nations (UN) estimates that more than four million Ukrainians will be forced to flee the country if there is no cessation of the invasion, while millions of others will be displaced internally within Ukraine. Neighboring countries are quickly easing entry restrictions and preparing to host large numbers of refugees, as cars are lined up for miles on the Ukrainian sides of borders.

CRS is seeking to hire an Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager for the emergency response. As a member of the CRS Moldova project team, and in close coordination with Caritas Moldova, you will oversee MEAL activities for Catholic Relief Services’ (CRS) emergency response that serves conflict-affected Ukrainians in Moldova. Your MEAL experience will ensure that the project consistently applies adaptive management and best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities:
- Ensure application of standardized MEAL tools and approaches across the emergency response with respect the MEAL Policies and Procedures.
- Monitor program implementation progress on a regular basis against CRS quality standards and international humanitarian principles through monitoring visits, data quality audits, spot checks against reports and review of implementing reports.
- Provide technical support to program staff for the implementation of monitoring and evaluation activities, data management and integration of cross-functional issues.
- Lead on program assessments and surveys
- Foster a learning environment, lead learning and knowledge management within the response
- Ensure that Program data are protected and shared according to CRS and donor principles.
- Encourage the integration of good ICT solution to ease the process of collecting, management, analyzing and protection.
- Ensure gender disaggregation data analysis to promote gender mainstreaming among the projects.
- Help identify, assess, and strengthen partners’ MEAL capacity
Basic Qualifications
- Master’s degree in related field. Some experience can be substituted for some education.
- Minimum of 3 years of MEAL experience
- Experience in qualitative and quantitative data collection and analysis
Required Languages – Written and spoken proficiency in English required. Proficiency in Russian and/or Romanian is a plus.
Travel - Must be willing and able to travel within Moldova, including to border areas, up to 50%.
Knowledge, Skills and Abilities
- Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with culturally diverse groups.
- Strong written and verbal communication skills with ability to write reports
- Proactive, results-oriented, and service-oriented
- Communicate strategically under pressure
Preferred Qualifications
- Project management experience in emergency programming is highly desirable.
- Project management experience in the areas of cash-based programming, shelter, child projection is highly desirable
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.

External: Caritas Moldova staff, Ministry of Labor and Social Protection officials, local government officials, community, and Church leaders, UNHCR, working group coordination coordinators
