Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project “Enabling a policy environment for integrated natural resources management and implementation of an integrated approach to achieve land degradation neutrality in Moldova”.  The main project objective is to support and scale up the introduction of innovative climate-smart agriculture (CSA) practices, and sustainable forest and land management to achieve land degradation neutrality.

Reporting Lines

The incumbent will work under overall supervision of the FAO Representative in Moldova, technical supervision of LTO of the project and the direct supervision of the Project Coordinator in close collaboration with the national counterparts and stakeholders, and implementing partners.

Technical Focus

Technical support in implementation of CSA and Integrated Natural Resources Management (INRM) project activities at national and local level.

Tasks and responsibilities 

  • Establish and maintain permanent contact and productive collaboration at local level with local public authorities, district authorities, local civil society, farmers and farmer organizations and other stakeholders pertinent to key project interventions.
  • Validate CSA practices in the pilot area with potential stakeholders and partners.
  • Adjust and finalize draft technical publication on CSA practices in Moldova.
  • Support and supervise all project activities related to the implementation of good CSA practices in the pilot area.
  • Monitor the implementation service provision contracts pertinent to CSA, INRM, CA and other related onsite interventions.
  • Identify small scale investment objects to support the 6 FFS in enhancing demonstration capacity.
  • Conceptualize the approach, methodology and instruments supporting the implementation of CSA good practices.
  • Oversee trainings at local and national level on enhancing awareness and supporting the scaling-up of CSA implementation at grassroots level.
  • Support field-based M&E of project environmental and socio-economic impacts.
  • Liaise regularly with local and central public authorities.
  • Coordinate elaboration of training and awareness raising materials on INRM, LDN and CSA.
  • Support the conceptualization and collection of data for the monitoring system on soil quality in the target area.
  • Support the PCU in the development of terms of reference, budgets and other technical documents.
  • Collaborate with other project experts to collect lessons learned and support dissemination.
  • Contribute to project reports and other technical deliverables, as required.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Master’s Degree in Agriculture, Agronomy, Environment/Natural Resource Management or related fields.
  • Five years of progressive experience in technical assistance in the area of CSA and INRM. 
  • Three years of experience of working with international donor organizations in the areas of agriculture, implementation of CSA solutions and integrated natural resource management approaches.
  • Three years of experience with national and local government bodies in the area of technical assistance in agriculture, CSA, INRM and related fields.
  • Three years of experience in preparation and implementation of training programs on CSA and INRM at local and national levels for government entities, farmer groups, individual farmers and agricultural enterprises.
  • Experience in the implementation of knowledge sharing though the Farmer Field Schools approach.
  • Knowledge of FAO or other similar international institutions modus operandi.
  •   Strong ability to work under pressure and against tight deadlines.
  • Strong reporting skills, interpersonal skills, honesty, results oriented.
  • Fluency in oral and written Romanian and Russian.
  • Knowledge of English will be considered a strong asset.
