IREX Europe doing business as ERIM is looking for an experienced Final Evaluator to Strengthening Independent Media and Media Literacy in Moldova (SIMML)’s project final evaluation.

The position is remote, with potential for travel in Moldova.

1. Context of the program

ERIM is a French-registered non-profit, non-governmental organisation providing innovative programmesto improve the quality of education, strengthen independent media, foster pluralistic civil society development, and reduce conflict. ERIM’s approach emphasizes partnerships with local development organisations to expand capacity, build sustainable institutions and affect change through training, partnerships, education, research, and grant programmes.

2. Objectives of the program

SIMML program has worked over the last eight years to promote increased media and information literacy in Moldova and to expand access to fair and unbiased information on key national and international issues. An important part of our program has been to promote civic participation. SIMML’s cost amendment (September 2020- March 2022), focuses on gathering data and lessons learned to better understand how the program was successful to its target groups, and how it could be replicated in the future.

The target groups of this program are:

• Rural & municipal librarians, particularly from Rural and pro-Russian areas (i.e. Gagauzia)
• The Association of Librarians of Moldova
• Ministry of Education and Culture officials and relevant stakeholders from the authorities
• Young Journalists & Journalism students, particularly from Rural and pro-Russian areas
• Independent media & media professionals: previous SIMML media partners and media experts
  as well as local media selected for small grants
• Rural youth & general population, in particular vulnerable youth from rural populations
• Youth Specialists in Raional Councils

3. Objectives of the evaluation

The evaluation will focus on the third phase of the program (September 2020 – March 22nd), however it should take into account conclusions from the previous external evaluation for Phase I and II of SIMML. The objectives of the evaluation are:

• To review implementation of the program
• To assess actual impact of the program through qualitative indicators and examples of Most
  Significant Changes
• To assess the level of achievement of the outputs and the objectives
• To support ERIM’s efforts to capitalise on lessons learned from the program
• To evaluate strengths and needs for a potential new phase of the program

4. Methodology of the evaluation

The evaluation will include desk research, interviews and writing of the final report.

5. Deliverables

• Final report: The consultant will write an evaluation report in English, Romanian or Russian between 20 and 30 pages, including a table of contents, brief introduction, objectives and methodology, observations, lessons learned and conclusions as well as a list of recommendations and annexes.
• The consultant will make a short presentation to the project partners, reviewing the main conclusions and recommendations of the evaluation. This presentation will then be used by ERIM and its partners to present the results to external stakeholders.

Qualifications

• Degree or professional experience in human rights and or media related fields
• At least eight years of experience in external evaluation, including EU and DRL funded projects.
• Experience in the evaluation of media and information literacy would be a strong asset
• Applications from Moldova-based consultants are encouraged
• Fluency in English and Russian is mandatory. Fluency in Romanian is a plus. Please also mention your level of knowledge (if any) in speaking/ writing and reading in other languages of the project countries;
• Availability and ability to work independently and on a flexible schedule.

• Expression of interest, highlighting relevant experience, motivation, and daily rate (2 pages max.)
• A technical proposal detailing your understanding of the main issues of the assessment and the context, a methodology proposal as well as an indicative timetable (maximum 6 pages)
• A detailed financial proposal
• An updated CV(s)

Fee: Up to 5,000€ (ERIM will cover additional travel expenses for up to 250€).
