Cardno International Development (Cardno ID) is seeking a Grants Manager candidate for the USAID Rural Competitiveness Activity (RCA) in Moldova. This expected activity will accelerate the transformative, climate-resilient economic development of rural Moldova by further stimulating the competitiveness of key economic sectors – wine industry, high value agriculture, and tourism – to act as drivers for sustainable economic growth. The Activity will be implemented across three objectives: Objective 1 - Productivity and Market Access in Target Sectors Improved; Objective 2 - Key Value Chain Supporting Functions Improved; and, Objective 3 - Enhanced Sector Enabling Environment to sustain growth and drive innovation.
Role and Responsibilities:
The Grants Manager shall be responsible for overall management and administration of the project's Climate Change, Innovation and Technology Transfer Fund (CCITTF). It is expected that the Fund will be implemented through a competitive Grants Under Contract (GUC) mechanism and its resources will constitute up to $6 million.
Responsibilities of the Grants Manager include: development, implementation, and administration of the Grants program; organizing access to technical assistance to help potential grantees prepare business and financial plans; and oversight of financial management training and advice to producer organizations and agribusiness firms. Candidate must have proven experience in improving the competitiveness and in facilitating dialogue among value chain participants, and an ability to establish strong working and partnership relationships to develop joint projects among international donors, investors, businesspeople, banking society, NGOs, and other potential partners.
Minimum Qualifications:
- Advanced degree in Economics, Finance, Banking, Accounting or other relevant disciplines.
- At least 10 years of relevant experience in accounting and financial management.
- Technical knowledge of financial planning, accounting, financial systems, and financial management.
- Prior experience (at least 3-5 years) with grant administration on a USAID-funded project.
- Prior agribusiness experience, and experience in agricultural and agribusiness development projects.
- Prior experience in Moldova and/or Eastern Europe.
- English and Romanian language proficiency.
