Leader of the Fifth National Communication Editorial Team, with additional responsibilities in the area of Greenhouse Gas Inventory

The project is managed by the Public Institution “Environmental Projects Implementation Unit”, Ministry of Environment (MoEN), on behalf of the Government of the Republic of Moldova, and in consultation with the UNEP. As national executing agency, the Project Management Unit (PMU) established by the PI “EPIU” will be primarily responsible for the planning and management of the project activities, accounting, reporting, monitoring and evaluation of the project.
Under the guidance and direct supervision of the National Project Director, the Leader of the Fifth National Communication Editorial Team, with specific responsibilities in the area of Greenhouse Gas Inventory, will lead the developing of:
- ‘National Inventory Report: 1990-2020, Greenhouse Gas Sources and Sinks in the Republic of Moldova’, as a Technical Annex to the NC5;
- ‘Report on National GHG Inventory System in the RM - 2022’, as a Technical Annex to the NC5;
- Executive Summary, Chapters 1: ‘National circumstances relevant to the GHGs emissions and removals and institutional arrangement relevant to the preparation of NCs on continuous bases’, 2: ‘National Greenhouse Gas Inventory’, Annex 1 ‘Summary reports on GHG emissions in the RM within 1990-2020’ and Bibliography for above-mentioned chapters of the NC5 of the RM to the UNFCCC;
- Project Proposal in the GEF format (GEF-7 Request for Climate Change Enabling Activity, Proposal for Funding under GEF Trust Fund) for the Sixth National Communication of the Republic of Moldova to the UNFCCC.

Key Tasks:
- Assist the National Project Director in preparation of the quarterly project reports to UNEP, as part of the relevant activities;
- Assist the National Project Director in arrangement of the national workshops and conferences;
- Ensure the quality assurance and quality control activities of the Fifth National Communication outputs;
- Contribute to development of the ‘NIR: 1990-2020, GHGs Sources and Sinks in the Republic of Moldova’ and ‘Report on National Greenhouse Gas Inventory System in the Republic of Moldova - 2022’;
- Contribute to development of Executive Summary, Chapter 1: ‘National circumstances relevant to the GHGs emissions and removals and institutional arrangement relevant to the preparation of NCs on continuous basis’, Chapter 2: ‘National Greenhouse Gas Inventory’, Annex 1 ‘Summary reports on GHG emissions in the RM within 1990-2020’ and Bibliography of the above-mentioned chapters for inclusion in the NC5 of the RM to the UNFCCC;
- Interested individuals must submit the following documents/information to demonstrate their qualifications:
- Proposal, explaining why incumbent is the most suitable for the work, including past experience in similar assignments, providing a brief information on above qualifications and methodology on how he/she will approach and conduct the work.
- Financial proposal (in USD), specifying a fee per day.
