- BACKGROUND
The Swiss Agency for Development and Cooperation (SDC) is part of the Swiss Federal Department of Foreign Affairs. SDC coordinates Switzerland’s development cooperation and humanitarian aid programs all over the world, including Moldova. The technical and financial assistance provided by Switzerland to Moldova is managed by the Swiss Cooperation Office (SCO).
Switzerland has been active in Moldova since the year 2000. Until 2008, it mainly provided humanitarian assistance for disadvantaged population groups. From 2008 onwards, SDC’s focus shifted to development-oriented interventions. SDC partnered with Moldovan stakeholders at all levels to implement long-term and comprehensive projects in the areas of Health, Economic Development and Employment, as well as Local Governance (cooperation program/strategy 2018-2021, extended until end of 2023). In addition, SDC provides small grants to address development issues in the Swiss priority sectors, and for culture projects that promote innovation, inclusiveness, diversity, and intercultural dialogue.
- PURPOSE OF THE POSITION
The assignment of the Program Assistant has the purpose of strengthening the overall operations, administrative and finance aspects of all Swiss funded projects and to support National Program Officer in their work.
The incumbent willwork under the guidance and supervision of the Chief of Finance, Personnel and Administrations and in close cooperation with the Deputy Director of Cooperation, as well as National Program Officers (NPOs).
- TASKS
The position includes a mix of programmatic, operational, finance and administrative responsibilities. The following list of tasks is indicative and may be revised and / or amended.
The incumbent will:
- Support administratively NPOs in operational and financial project cycle management (PCM).
- Ensure the timely provision of operational and administrative support in the PCM (review of the drafts for contract, translation of MoUs and other small documents, correspondence, etc.)
- Participate in discussions of new or revised procedures and practices in the PCM;
- Help NPOs in preparation of correspondence, special reports, presentations, evaluations and justifications on general operational or specialized tasks in the PCM.
- Help in developing standard internal SDC documents for the projects
- Help NPOs in reviewing and submission to finance department the process project-related documentation (financial statements, narrative progress results, letters of acceptance, participation in partners assessment, etc.);
- Maintain a well-organized electronic (E-archives) and paper filed data base of information and reports and manage it, in cooperation with all team members.
- Provide logistical support in the planning and organization of missions (agenda, field visits, calling list, etc.), workshops, and other events in the frame of the programs in close cooperation with the respective NPOs.
- Replacement of Administrative Assistant during absences
- Provide interpreting at meetings, events
- REQUIRED SKILLS, QUALIFICATIONS AND COMPETENCES
- University degree in administration, business, languages, social sciences, finance, development or other fields relevant for this position), or equivalent professional experience.
- Demonstrated experience of minimum 5 years in administrative work. Experience in similar positions in international organizations / development agencies is a strong advantage.
- Excellent interpersonal, communication, networking and representational skills;
- Strong organizational skills, including planning and organizing activities and events, managing time and resources, meeting deadlines;
- Ability to work both in a (multi-disciplinary) team and independently;
- Personal identification with human rights, gender equality and social inclusion principles;
- Excellent oral and written command of English, Romanian and Russian; knowledge of German / French / minority languages relevant for Moldova (Ukrainian, Gagauzian, Romani, Bulgarian, sign language) is considered an asset;
- Advanced knowledge of office software packages (MS Word, Excel, etc.), spreadsheet and database packages, design/media software, social media, and experience in handling of web based management systems.
The incumbent is expected to be proactive, well-organized and self-motivated, to fulfil the assigned tasks in an independent manner, and to accept responsibility and accountability for the quality of the outcome of his/her decisions.
