Expert on inclusive green growth and digital transformation in ECIS region (Europe and CIS)

Alianța pentru dezvoltare durabilă (climbiz.org) is looking for an expert on inclusive green growth and digital transformation to progress and substantially contribute to the implementation of the assignment described below. The expert is expected to liaise with the project manager in order to report on progress, discuss issues and developments, as well as to cooperate with another expert dealing with the informal employment and inclusive growth topics under the same assignment. The expert is expected to start the work ASAP. The expected duration of the assignment is up to 12 workdays within the period of Oct 15 - Dec 31, 2021.
Assignment Topic: Tackling informality in Europe and CIS (ECIS) labor markets - institutional barriers and drivers of exclusion and informality in ECIS labor markets and innovative mechanisms for promoting digital and green transformation for inclusive growth in ECIS region.

METHODOLOGICAL APPROACH
The basis of the methodology is a comprehensive analysis of (i) informal employment, its drivers, and institutional barriers to formal and inclusive employment in the selected ECIS countries and (ii) innovative mechanisms for promoting digital and green transformation for inclusive growth.
The initial analysis related to part (i) will be based on a number of SDG indicators related to SDG 8 (decent work and economic growth), SDG 1 (No poverty) and SDG 10 (Reduce inequality) and for the part (ii) the ‘Green Growth Index’ (https://greengrowthindex.gggi.org/) and relevant SDG / other indicators will be uses as a baseline for assessment.
Moreover, relevant reports and statistics by UN agencies (UNDP, ILO, UNECE, WB, UNESCO, etc.), along with information provided by national statistics services, will be reviewed in order to extract and analyze data relevant to the assignment. In addition, to analyze the position of a business on the formalization and green growth for inclusive employment, data from relevant surveys conducted in the ECIS region will be used. The work will also include a brief analysis/references of the impact associated with the COVID-19 pandemic.
The analysis will be complemented by an overview of good practices or tackling informality and promoting inclusive employment from the ECIS region, EU and other countries.
Finally, taking in consideration the outcomes of the evidence-based analysis and the main issues and challenges identified, as well as best practices and potential solutions for inclusive employment, a synopsis of innovative mechanisms and financing facilities for advancing digital and green transformation for inclusive growth in the ECIS region will be provided.
