Organizational Setting

FAO is supporting the Government of Moldova and in particular the Ministry of Agriculture and Food Industry (MoAFI) in digitalization of the agriculture sector. The main objective of the project is to mainstream digitalization in agriculture policies through formulation of the Digitalization Programme in agriculture that will enable leveraging the potential of ICTs to solve the challenges faced in the agriculture sector particularly in the context of Covid-19 response and recovery efforts.

Reporting Lines

The National Consultant in Agriculture Digitalization will work under overall supervision of the FAO Representative in Moldova, the direct technical guidance of the Information and Knowledge Management Officer in Regional Office for Europe and Central Asia (REU) direct supervision of the Assistant FAO Representative in Moldova and in cooperation with the MoAFI.

Technical Focus

Digital agriculture or e-Agriculture; Agriculture processes, Policy Development.

Tasks and responsibilities

 General:

• Conduct a comprehensive assessment of agriculture processes, e-strategies and policy documents;
• Develop proposals and recommendations for strengthening policy framework in agriculture digitalization.

Specific:

• Coordinate with the team of national consultants the delivery of the expected activities and results. Guide on the technical inputs and requirements;
• Liaise with and facilitate the consultations on the project’s development with the relevant public administrative authorities, CSOs and development partners active in the sector;
• Organize relevant workshops and trainings, including the inception and validation workshop. Prepare necessary information and materials for these events;
• Assess the gaps and opportunities of the sector for developing digitalization processes and tools.
• Support the REU technical team and the international consultant in performing related tasks on the National e-agriculture Programme;
• Contribute to the elaboration of the National e-agriculture Programme in agriculture and ensure consultation with MoAFI and other relevant stakeholders;
• Integrate the e-agriculture programme provisions into the National Strategy on Agriculture and Rural Development 2021-2030
• Develop proposals and recommendations for e-agriculture Programme in Agriculture taking into consideration the relevant FAO guidelines (including E-Agriculture Strategy Guide for Europe and Central Asia, Summary version for Europe and Central Asia, Budapest, 2020) and requirements of Government Decision no. 386/2000 for planning of policy documents. The preliminary/tentative Table of Contents of DPA is detailed below;
• Ensures that Gender and HRBA approaches are mainstreamed throughout the formulated proposals/recommendations;
• Review other consultants reports and provide comments for their improvement and final approval by LTO;
• Perform other duties and activities as required to ensure successful implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in information technology, economics or equivalent (MSc. degree or equivalent);
• At least 5 years of experience in the field of Digital Agriculture, e-Agriculture, informational systems in agriculture, policy and strategy development;
• Working knowledge of English is mandatory.
