The Center for Health Policies and Studies (PAS Center) is currently implementing the “Strengthening Tuberculosis control and reducing AIDS related mortality in the Republic of Moldova” Project, which is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria and intends to apply part of the proceeds for carrying out a retrospective study to explore the engagement of civil society organizations active in the field of TB in carrying out tuberculosis response activities.

The assignment will be conducted by a team of consultants, including one international expert and one local consultant who will work in close cooperation.

The PAS Center now invites eligible international individual consultant to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The Consultants are hereby invited to submit their updated CV. Please note that the PAS Center is not bound to accept any of the CVs.

The Consultant should meet the following minimum requirements:

General qualifications (30%):

• Master level degree in public health, social science or other relevant field;
• At least 5 years of relevant professional experience;

Relevant experience (40%):

• Proven understanding of the TB service delivery systems and people-centered model of TB care;
• Knowledge of major global and regional policy documents (UN, WHO, Global Fund, Stop TB Partnership, etc.) to meet End TB targets and to guide provision of people-centred TB care;
• Demonstrated experience in collaboration with NTPs, civil society and affected TB communities in the EECA region;
• Desirable experience in community/civil society involvement in TB control;
• Proven experience in conducting reviews, qualitative data collection and analysis

Other qualifications (30%):

• Excellent report writing skills;
• Excellent spoken and written Russian skills;
• Desirable experience of work in the Republic of Moldova;
• Knowledge of English or Romanian languages will be an asset.

The selection of consultants will be carried out in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (June 2014).

The PAS Center will select a consultant on the basis of comparison of consultant’s qualifications for the assignment and conformity with the TOR’s requirements.
