Position / Title: Legislative Affairs Consultant

Report to: Executive Director

Time: 10 - 20  hrs / wk (starting)

The Organization

About AIM - AIM was conceived by three American small business owners in Moldova as a way to band together to improve the “way business works” in Moldova. All three had experienced corruption, needless bureaucracy and a system badly in need of reform - but completely uninterested in changing. AIM was created as an “Asociația Patronală” or “Employers Association” as a mechanism to bring together members of Moldova’s Small Business Community to collectively engage in supporting positive change. 

AIM’s is a membership-based organization composing of over 40 companies and representing 400+ Employees across diverse industries. Companies are 53% Moldovan; 45% Mixed-Capital; 2% Foreign. AIM supports its members via networking and social events, “First Call” emergency resource and via advocacy on Prime Minister’s Economic Council, Customs Advisory Council, and direct to key government institutions. 

Job Description

Currently, AIM’s advocacy initiatives are represented by the Executive Director through the Prime Minister’s Economic Council and other state consultative bodies. This position will assist in advancing AIM’s agenda through these current channels and work to expand our channels of contact with decision-makers. 

Primary Duties:

• To craft legislative initiatives in concert with the AIM team. You will be responsible for studying a problem, finding and researching international best practices, and working with the team to propose solutions. Then you will package this solution into a legislative proposal with legal amendments or draft laws as well as justifications and explanatory information. Our goal is to be able to present “turn-key” reforms to policymakers. 
• To build and maintain professional contacts with government agencies, civil society organizations and individuals with the purpose of advancing AIM’s advocacy agenda
• To act as a legal watchdog in monitoring the legislative changes and represent the advocacy positions of AIM in government forums and to speak on behalf of AIM in support of the rights and values of Small Business
• To work with the AIM team to frame and articulate these positions

Secondary Duties:

• To articulate AIM’s legislative and advocacy work to Member companies through attendance at events and written updates via the AIM network
• To support the AIM team in other areas related to advocacy work (we are a small team and everyone wears many hats)

Skills / Experience

Required

• Experience in legislative advocacy work in the Republic of Moldova
• Background in Law
• Strong verbal and written skills in Romanian
• Communicative skills in English and Russian
• Interpersonal skills - must be outgoing and comfortable networking and making diverse contacts
• Objectivity - AIM is a non-partisan organization. In order to work in this capacity, you must be devoted to representing the interests of AIM and Small Business without political bias or favour
• Passion about economic development, transparency and the future of these issues in Moldova

Desired

• Experience in Small Business issues and management in order to understand and empathize with Member companies
• A strong personal network in Moldova Civil Society and Government
