Organizational Setting The Office of Evaluation (OED) of the Food and Agriculture Organization of the United Nations (FAO) has launched an evaluation of FAO’s Country Programming Framework for the Republic of Moldova (2016-2019). OED is seeking qualified national consultants to join the evaluation team. The FAO Governing bodies have requested the FAO Office of Evaluation to conduct this evaluation, with the expected completion by June 2021. Background: The purpose of the evaluation is to assess the results of FAO’s programme in Moldova, and provide feedback to better orient FAO’s programme with a view to make future CPF’s more impactful and relevant to the needs of the country. The main audience for the evaluation, to which most of the lessons and recommendations will be addressed, are the FAO Representative, country office staff, and the Government of Moldova. Other important users of the evaluation are the staff members in FAO Regional Office for Europe and Central Asia and other FAO units, including divisions in HQ and other Country Offices that will benefit and build on lessons learnt and good practices. Further users of the evaluation will be FAO’s partners within the broader development community, including resource partners, NGOs, implementing partners and other UN agencies, in particular those with whom strategic interventions were identified in the context of the UNSDCF. Although not a target group for the evaluation report itself, the evaluation also aspires to provide accountability with respect to communities and in particular vulnerable groups in Moldova that FAO has sought to assist. The evaluation will be conducted from March – May 2021. Composition and profile of the evaluation team: OED is looking for qualified consultants to join the evaluation team with expertise in the following areas: · A plant production and protection expert with knowledge in trade and food safety will assess the results achieved under the CPF priority area of increasing competitiveness of the agri-food sector (including food safety, veterinary and plant protection). · A policy analysis expert will be responsible for assessing the performance and results of work at the policy and institutional levels, particularly concerning FAO support in formulating and implementing better agriculture and rural development policies to fostering sustainable agriculture and promote rural development. The ultimate goal is to provide a forward-looking contribution to enhancing FAO's work in these areas. · A climate change expert for assessing the results achieved under the CPF priority area of sustainable management of natural resources and disaster risk management, essential to food production, enhanced rural development, and sustainable livelihoods.
Tasks and responsibilities of the team members: Under the overall supervision of the FAO Office of Evaluation (OED) the consultant will be responsible for: · Review documents concerning FAO’s activities in Moldova relating to their areas of expertise; · Participate in meetings with FAO’s stakeholders (including Government, Civil Society and Private Sector); · Participate in field missions to selected project sites to meet with local partners and beneficiaries; · Consolidate information collected and draft sections of the evaluation report. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements · Advanced university degree in a relevant discipline (agriculture, food safety and nutrition, economics, development studies, social sciences, etc.); · A minimum of 7 years of professional experience in one of the following fields of specialization: Institutional Development; Agricultural policy development, rural development; Food Safety, Veterinary and Plant Protection; and Climate Change, Environment and Biodiversity. · Demonstrated experience in evaluation. In particular, good experience in conducting evaluation analysis and interviews, report writing. Knowledge of participatory evaluation techniques is strongly desired. · Excellent working knowledge of English, and fluency in Romanian. · National of Moldova FAO Core Competencies · Results Focus · Teamwork · Communication · Building Effective Relationships · Knowledge Sharing and Continuous Improvement Technical/Functional Skills · Previous experience in conducting/taking part in (independent) strategic-level evaluations. · Strong stakeholder engagement, facilitation and Interviewing skills · Demonstrated experience in undertaking analytical studies or research work |
