EU4Environment RECP National Coordinator for Moldova

The Ministry of Agriculture, Regional Development and Environment (MADRE), the Ministry of Economy and Infrastructure (MEI) and the United Nations Industrial Development Organization (UNIDO) are planning to recruit a National Coordinator to provide support to implementing the Resource Efficient and Cleaner Production (RECP) and Circular Economy activities in Moldova. This work will be performed on a part-time basis under an individual service agreement (ISA) contract issued under the EU-funded EU4Environment Action (www.eu4environment), Result 2. Circular Economy and New Growth Opportunities.
Main responsibilities of the National Coordinator will be as follows:
- Prepare a detailed analysis on resource use and industrial development in Moldova and stakeholders related to SMEs.
- Analyse national data on manufacturing industries, identifying key industrial sectors and regions with potential for application of RECP and circular economy practices.
- Identify locations where SMEs cluster such as industrial parks and zones and prepare plans for reaching out to SMEs in these locations with project activities, and eventually reaching out to them.
- Compile lists of organizations, consultancies and individual experts that could deliver services to SMEs on RECP and circular economy applications.
- Identify and analyse on-going and planned Circular Economy initiatives in the country.
- Raise awareness and understanding of RECP and Circular Economy using evidence-based approach based on results of former UNIDO RECP projects completed in Moldova and other Eastern Partnership countries.
- Organize the kick-off meeting of the project and conceptualise and prepare RECP stakeholders group consultation workshops.
- Draft materials on RECP for publication in SMEs/industry-oriented journals/newspapers/expert platforms and other electronic (social media) sources.
- Support detailed planning of project activities at the national level, including identification, assessment and selection of national experts and entities.
- Identify candidates and provide comments on Terms of Reference for national partners/experts for RECP activities in Moldova.
- Coordinate and monitor timely delivery of RECP training; engagement of manufacturing SMEs, technical experts, and 2-3 municipalities in project activities.
Qualifications required:
- Advanced university degree (Master or above) in engineering (chemical, industrial, environment, mechanical or related matters), environmental sciences, industrial ecology or related field
- Minimum 5 years of practical experience relevant to industrial development and/or environmental and energy management and technology in Moldova; including experience in technical cooperation.
- A sound knowledge of the in-country situation in the environment and industry fields
- Exposure to the needs, conditions and problems in developing countries and Moldova in particular.
- Experience with coordinating (inter)national programmes and projects and in working with international organisations and governmental institutions.

Upon selection into a short list, suitable applicants will be invited for an online interview. The selected applicant will be recruited by UNIDO for an initial contract of 4 months with a possibility of extension subject to good performance for up to 22 months in total.
