I. SUMMARY
Type of assignment
Caritas Czech Republic (hereinafter CCR) and A.O. Pro-Development (hereinafter PD) is seeking a Consultant/Expert to provide an online training session to the professionals from the NGOs members of the Union of Community Service Providers (UCPS) on COVID-19 pandemic preparedness, at all levels of healthcare provision.
Expected duration of assignment: November – December 2020
Purpose of the assignment
The task is to carry out a 1-day online training for the professionals from the NGOs members of the UCPS (Moldova) on the specific topic (described under chapter III) of the assignment in line with the recommendations provided by PD and UCPS.
Project information
The assignment is part of the activity within the project “Ensuring the quality and accessibility of medical-social homecare services in the Republic of Moldova 2019-2022” which is a three-year project funded by the Czech Development Agency (CzDA) and implemented by with CCR and PD, in partnership with AO Homecare (hereinafter AOHC).
This project aims to increase the quality and availability of homecare services provided to elderly people in the Republic of Moldova. The project supports the efforts of local NGOs, by developing their capacity, initiating institutional, procedural and legislative changes in the public administration sectors in line with the needs of elderly people and local stakeholders. Based on pre-project analyses, sets of recommendation for these changes will be developed in negotiation with relevant ministries. Also, the project supports UCSP member organizations in increasing their capacities to provide qualitative and accessible services. The project focuses on increasing geographical coverage with homecare services by opening 2 new centres and consolidating the 8 existing centres. The developed policy papers and concepts including the new profession in homecare field, the law for the social protection of elderly people, the criteria of contracting the medical homecare services and the methodology of calculation of the social tariff will contribute to a comprehensive intervention in line with the identified needs.
II. BACKGROUND
The Republic of Moldova faces the phenomenon of a rapidly aging population. At the beginning of 2018, there were 629 600 persons over 60 years of age, 13.2% of whom were over 80. As a response to this phenomenon, social services for seniors, including homecare services, have been developed in the RM to ensure decent living and, if possible, independent living in their own homes. The government is showing a willingness to continue the development of the regulatory framework, which is meant to facilitate the situation in the field, giving more freedom to the CSOs and improving the quality and accessibility of the service for the population. In the past few years, there has been a positive trend toward developing integrated homecare services. However, the reform of the social and health system is still in the initial phase and local stakeholders are trying to identify the main priorities they need to focus on. Currently, medical home care services are slowly being funded by the National Health Insurance Company (NHIC), while social home care services, provided by CSOs, are not covered by the State budget. For this purpose, in 2017, 2018 and 2019 several intersectoral workshops were held for public service providers, LPAs and Central authorities, CSOs and private service providers. The deliverables of these meetings were documents which contain the strategic priorities in the homecare field for the next years and address the poor / inconsistent coverage of home care services, medical and social services staff shortages, the lack of sustainable financing for the home care sector and of a harmonized regulatory framework.
III. TASKS AND DUTIES OF THE CONSULTANT
Under the guidance and supervision of the Project Manager the Consultant/Expert will carry out the following tasks:
- Develop and adapt the curriculum and materials for the online format of the training based on the peculiarities of medico-social homecare services in Moldova on next topics:
Introduction to COVID-19: explain the means of transmission of COVID-19; recognize presenting signs and symptoms of COVID-19 infection; list the risk factors for severe disease; identify the clinical signs of mild, moderate, severe, and critical COVID-19; and apply the COVID-19 care pathway for patients accessing the healthcare system during the COVID-19 pandemic.
Infection prevention and control for health workers caring for patients with COVID-19: discuss the general principles of infection prevention and control (IPC) when caring for patients with COVID-19; relate how administrative and engineering controls facilitate the implementation of IPC; and describe specific measures to take in the hospital when caring for patients with COVID-19
Ethical principles for optimum care during the COVID-19 pandemic: discuss the importance of pandemic and of disaster preparedness; describe how the context of triage may change during a pandemic or other disaster; explain the human rights framework and principles of equity and health; and use ethical principles to develop triage considerations to be used during a pandemic or disaster.
Maintaining quality care during COVID-19: recognize the importance of quality of care to support effective management of patients presenting with conditions related to COVID-19; recognize the importance of quality of care to support maintenance of routine essential health services during COVID-19 response and recovery; relate the principles of quality of care; describe how quality improvement can be applied in the COVID-19 context; and identify practical quality tools that can be applied in the context of COVID-19.
- Coordinate the training content with PD and AOHC;
- Deliver a 1-day online training for 15 participants (representatives of NGOs members of the UCPS);
- Prepare a short report on carried activities and the follow-up recommendations.

Requirements:
The consultant is expected to:
- demonstrate relevant working experience of at least four (4) years in epidemiology;
- have previous experience in COVID-19 related epidemiological topics, which would be an advantage;
- have academic/technical background relevant to the scope(s) of the assignment with at least three (3) years of relevant experience;
- have familiarity with policy, regulatory and institutional frameworks in relevant sectors at national and international level, which would be advantage;
- have strong analytical skills and ability to work in a team;
- have very good skills in elaborating digital materials and delivering an online training.
IV. SELECTION OF SUPPLIER AND SELECTION CRITERIA
The Consultant/Company/Experts will be selected on the basis of offers containing:
- CV - description of experience and expertise;
- Proof of relevant expertise in the field of epidemiology;
- Contacts of persons / institutions that can provide reference(s);
- Financial offer.
The selection criteria will be as follows:
- Offered price (25%)
- Proven expertise and experience (75%)
V. TIME FRAME OF THE ASSIGNMENT
Start of work: November 2020
Training to be carried out until mid-December 2020 the latest.
