Background and context of the project
The HelpAge International Moldova is implementing the project “Ensuring Gender and Age Dimension of Human Rights are realized in Moldova” with financial support of the UN Trust Fund to End Violence against Women (UN Trust Fund). The project duration is 3 years.
The project goal is: older women survivors of gender based violence feel safe, secure and empowered have increased knowledge and confidence to seek support services from duty bearers and service providers in eight communities in Moldova by March 2020.
The purposes of the evaluation. The final external project evaluation is aimed at analyzing the level of achievement of both expected and unexpected results by means of examination of the result chain, processes, contextual factors and causality using appropriate criteria as follows: relevance, effectiveness, efficiency, impact and sustainability. The evaluation is performed for general accountability and learning purposes, where the evaluation consultant/team will underline his findings and will put forward recommendations for future programming.
The evaluation consultant/team (hereinafter called the Evaluator) will use the goal and outcome indicators as basis for assessing success, along with other key project documents and interviews with beneficiaries and other stakeholders. (The detailed project information will be available for the selected consultants).
The evaluation process must be inclusive, participatory and respectful of all stakeholders (rights holders and duty bearers). In addition, gender-responsive evaluation can provide information on the way in which projects are affecting women and men differently.
Time frame: The Evaluator should cover the entire project period Sept 2017-Feb 2020.
Geographical coverage: five communities in the centre of Moldova that acted as mentees Orhei district and three communities in the South of Moldova which acted as mentors.
Evaluation methodology
It is expected that the Evaluator applying for the role must propose the evaluation design and methodology. It is suggested to include in it an overall approach and method for conducting a gender-responsive evaluation, as well as the data sources and tools by means of which the most reliable and valid answers to the evaluation questions (within the limits of resources) will be provided.
The methodology must consist of:
- Proposed evaluation design
- Data sources
- Proposed data collection methods and analysis
- Proposed sampling methods
- Fields visits
- Level of stakeholder engagement.
Evaluation ethics
The evaluation must be conducted in accordance with the principles outlined in the UNEG “Ethical Guidelines for Evaluation”.
The Evaluator must put in place specific safeguards and protocols to protect the safety (both physical and psychological) of respondents and those collecting the data as well as to prevent harm. This must ensure the rights of the individual are protected and participation in the evaluation does not result in further violation of their rights.

Key requirements for evaluators:
- 5 years experience in conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods
- Experience with program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement
- Specific evaluation experiences in the areas of ending violence against women and girls and knowledge of social sciences/social assistance.
- A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
- A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
- Language proficiency: fluency in English and Romanian is mandatory. The communication with project management, stakeholders will be conducted in English; the communication with project beneficiaries will be conducted in Romanian. The outputs will be developed in English.

- Financial offer containing the overall gross amount for the realization of each activity and breakdown of costs, as well as a total budget expressed in MDL with VAT.
- Technical offer containing:
- Cover letter
- Company or individual overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, work samples and references (contact data) proving experience in project evaluation,
- Description of the methodology/approach used in fulfilling the scope, description of the activities and implementation schedule,
- Brief outline of team composition, CV with contact data of the coordinator responsible for assignment implementation and coordination,
- If applicable, copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available,
