Background and context of the project
Staring with 2017, the HelpAge International Moldova is implementing the project “Ensuring Gender and Age Dimension of Human Rights are realized in Moldova” with financial support of the UN Trust Fund to End Violence against Women (UN Trust Fund). The project goal is older women survivors of gender based violence feel safe, secure and empowered have increased knowledge and confidence to seek support services from duty bearers and service providers in eight communities in Moldova by March 2020.
The purposes of the evaluation
The evaluation consultant/team (hereinafter called the Evaluator) will use the goal and outcome indicators as basis for assessing success, along with other key project documents and beneficiaries and other stakeholders. It is aimed to assess the project in order to establish its achievements, challenges, successful strategies and suggest future priority actions to prevent and address gender and age-based violence against older women and empower specialists to better assist older women survivors or at risk of violence
The final external evaluation is mandatory to meet the following requirements:
- To evaluate the entire project, against the effectiveness, relevance, efficiency, sustainability and impact criteria, as well as cross-cutting gender equality and human rights criteria;
- To identify key lessons and promising or emerging good practices in the field of ending violence against women and girls, for learning purposes:
Evaluation methodology
It is expected that the Evaluator applying for the role must propose the evaluation design and methodology. It is suggested to include in it an overall approach and method for conducting a gender-responsive evaluation, as well as the data sources and tools by means of which the most reliable and valid answers to the evaluation questions (within the limits of resources) will be provided.
Key requirements for evaluators:
- 5 years experience in conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods
- Experience with program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement
- Specific evaluation experiences in the areas of ending violence against women and girls
- A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
- A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
- Language proficiency: fluency in English and Romanian is mandatory. The communication with project management, stakeholders will be conducted in English; the communication with project beneficiaries will be conducted in Romanian. The outputs will be developed in English.

- Financial offer containing the overall gross amount for the realization of each activity and breakdown of costs, as well as a total budget expressed in MDL with VAT.

- Cover letter
- Company or individual overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, work samples and references (contact data) proving experience in project evaluation,
- Description of the methodology/approach used in fulfilling the scope, description of the activities and implementation schedule,
- Brief outline of team composition, CV with contact data of the coordinator responsible for assignment implementation and coordination,
- If applicable, copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available,
