People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Moldova since 2003, implementing projects in the field of economic development, civil society, and youth development and education.
Organic agriculture is one of the economic development programs of intervention and this sector is supported by providing knowledge and know-how transfer to farmers interested in organic agriculture; promoting the demand of organic products on domestic markets and encourage exports of organic products.
Profile of the consultant/advisor:
PIN is looking for a short-term consultancy professional skilled in conducting assessments in the agriculture sector. The basic qualifications should include:
- · Educational background in agriculture, natural resource management or related field
- · Previous experience in conducting needs assessment/community mobilization
- · At least 5 years of practical experience with the agriculture in Moldova
- · Experience with climate smart/conservation agriculture would be considered an advantage
- · Fluent in Romanian and English both in writing and speaking.
The estimated time of the consultancy is 20 working days.
The objective of the consultancy:
is to support the PIN Moldova in the process of agricultural needs assessment in the area of North Moldova (in 6 pre-identified communities), which will include the following topics:
- · General village profiling (demographics, types of households, occupation, income)
- · Agricultural land: types, ownership, exploitation, practices, production systems, challenges
- · Mapping of key stakeholders in agricultural land management (LAs, CSOs, farmers – by size, businesses, civic activists)
- · Livestock (type, number, practices)
- · Waste management: general waste management system; organic waste – type, estimated quantities, practices.
The main tasks during the consultation will respect the following timeframe:
Preparatory phase (3 days):
- · Desk research on available relevant documentation regarding the target communities
- · Needs assessment protocol (methodology and instruments)
- · Meeting with PIN team
Field research (12 days):
- · Data collection from relevant stakeholders (key informant interviews, focus groups)
- · Database with local key stakeholders
- · Presentation of preliminary findings
Data analysis and final report (5 days):
- · Collection of the relevant sector information at the regional level (North Moldova), respecting the agreed recommendations and methodology
- · Preparing a draft report with main findings, incorporate the team’s feedback, delivering the final report.
Deliverables:
- Needs assessment protocol, including research methodology and work plan
- A final report including:
- · Record of the activities undertaken during the consultancy
- · Main findings
- · Summary of the recommendations
- Database with relevant stakeholders
Georgraphical scope: Cuhurestii de Sus (Floresti), Ghindesti (Floresti), Oliscani (Soldanesti), Vascauti (Floresti), Iorjnita (Soroca) and Logofteni (Falesti).
Logistics:
The transportation costs for the Evaluator’s field trips will be included in the financial offer.

Selection criteria of the Offer will be as follows:
- · The best offer price (40%)
- · Proven relevant experience (60%).

PIN reserves the right to deduct up to 0.5% of the total contract price for each day's delay in meeting the deliverables specified. This deduction shall be applied to the last payment of 50% of the contract price. |
