The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the project Youth Employment Promotion in Moldova (YEP), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

As part of this project, GIZ intends to award a contract for construction works at the Vocational School in Orhei, Republic of Moldova.

More specifically, the works aim to improve the accessibility, quality and usability of the school’s façade insulation workshop.

The project consists of the following planned construction works (incl. the required construction materials):

1. Plastering and finishing the walls

2. Renovation of the ceiling

3. Pouring the floor

4. Purchasing and installing windows and doors

5. Building separating walls and furnishing the restroom

6. Building and equipping the training areas

All construction and renovation works to be executed according to Moldovan legal provisions and European best practices.

Construction works do not involve interventions in the buildings’ capital structure.

Technical documentation and Bill of Quantities (F1) will be provided to companies shortlisted as a result of this Expression of Interest process.

Tender procedure from invitation to tender until signing of contract is expected to take place between August and September 2026. Construction work is expected to be performed and completed approximately within 9 (nine) weeks from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

• Official letter expressing interest;

• Company details including full company name, full address, contacts (phone, email); name and contacts of the person responsible for the application submitted;

• Copy of the company Registration certificate in the RM or Extract from related State Registry;

• Copy of valid construction License;

• Company profile including number of employees (permanent / temporary, in total) and number of professional staff qualified to perform the works, for the last three (3) years;

• References of works of similar nature as specified above (performed within the last five (5) years), indicating the detailed volume of works and the total value of contracts executed under direct contracting (subcontracting will not be taken into account);

• If available, proof of previous experience in implementing international donor funded projects (for the last three (3) years);

• Annual total turnover and copy of the company's financial reports filed with the State Tax Service for each of the last three (3) years;

• Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same.

The information and documents specified above shall be submitted to GIZ in PDF format by 17:00 on 18 September 2026 to the following email address: tenders-giz-moldova@giz.de

The subject line must be clearly marked as follows: “Expression of Interest for renovation works under YEP Project”.

Important Notes:

• Only applicants fulfilling the requirements listed above will be considered for further tendering processes;

• This invitation shall not be treated as an obligation of GIZ to further commit contractually and/or financially with any of the applicants submitting EoI;

• GIZ reserves the right to accept or reject any or all EoI(s) or cancel the tendering process at all, without having an obligation to inform the affected interested applicants on the reasons of its decision.

• Documents or information outside of that requested above will not be considered and, thus, duly rejected to be assessed as part of the application(s) received.
