The German Development Cooperation through GIZ intends to subcontract a company for the development of standardized methodological tools (2 guides for Accreditation Evaluators and Social Services Providers)  and the enhancement of the capacities of the actors involved in the accreditation process of the social services for elderly and people with disabilities (organizing training sessions for evaluators and social services providers) within its “Supporting Moldovan communities in hosting Ukrainian refugees” project.

In the context of the reforms promoted in the field of social assistance the Ministry of Labor and Social Protection, through the State Social Inspectorate, aims to strengthen the mechanism for accreditation and quality assurance of social services for elderly and people with disabilities, by developing modern methodological tools and by strengthening the professional capacities of the actors involved in the accreditation process. In this regard, GIZ is looking for a qualified service provider for the strengthening of the national system of accreditation and quality assurance of social services for the elderly and people with disabilities

The tender is open to private companies, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested tasks
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000016880) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 22.07.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
