Tender no. 7000009759 Preparation of a catalogue of procurement measures to ensure the supply of spare parts for critical infrastructure in selected localities within WASSER project zone in the northern Moldova

The German Development Cooperation through GIZ is looking for a company to prepare a catalogue of procurement measures to ensure the supply of spare parts for critical infrastructure in selected localities within project zone in the northern Moldova within its "Support in mitigating war-related impacts for water supply and sanitation in the border region of Moldova and Ukraine” (WASSER) project.

The objective of this assignment is to develop a procurement catalogue for water supply and sanitation (WSS) infrastructure applicable to 10 rural localities and 3 towns within the project area. The project area consists of the following LPAs: villages of Lencauti, Valcinet, Mereseuca, Unguri and Ocnita, Otaci towns within Ocnita district; Arionesti and Pocrovca villages within Donduseni district; and villages of Tatarauca Veche, Zastinca, Trifauti, Valcinet and mun. of Soroca within Soroca district. The catalogue shall support local public authorities in identifying and procuring priority equipment, materials, and spare parts required for the operation, maintenance, and emergency response of WSS systems. In addition, the Contractor shall organize and deliver a one-day training for representatives of the targeted LPAs and eventually procurement specialists from the respective rayon councils, aimed at presenting the procurement catalogue and strengthening their capacity to plan and implement procurement of priority WSS equipment and materials
To achieve the objective, the bidder shall perform the following tasks:
- Development of methodology and preparation of the inception report
- Development of the catalogue of procurement measures for critical WSS infrastructure
- Development and delivery of the training package on public procurement for LPAs
- Finalization and presentation of results.
The tender is open to private companies, public institutions, non-governmental organisations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.
A successful bidder is expected to meet at least the following requirements:
- Prove to be a legal entity registered in the Republic of Moldova,
- Provide excellent in-house expertise in WSS sector, as well as solid backstopping support,
- Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person,
- Provide track record of working with the Government institutions / development organizations in MD.
- Comply to the principles of Quality Management regarding the organization and implementation of consulting services.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer according to the TOR
- Part 2: the Price Schedule form – as the detailed financial offer in Moldovan Lei, VAT 0 %.
Bids’ evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer (price schedule).

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
