Tender no. 7000007265 Piloting gender‑sensitive training positions and capacity development of vocational education and training institutions in the Republic of Moldova

The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to organise for the Piloting of gender‑sensitive training positions and capacity development of vocational education and training institutions in the Republic of Moldova, within its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to strengthen gender equality in Moldova’s dual VET by developing capacities and practical tools for female trainees in VET, women leaders of VET institutions, and company representatives engaged in dual VET.
To achieve the objective, the expert shall perform the following services:
- Summer camp for female trainees (up to 50 participants; up to 5 days) – Design curriculum focused on career pathways, exposure to STEM/non-traditional trades, role models/mentoring, digital skills, workplace rights, GBV/harassment awareness and referral pathways, life skills, and psychosocial support elements.
- Ensure inclusive and safe learning environment, safeguarding protocols, and parental/guardian engagement where appropriate.
- Coordinate logistics (venue, materials, accessibility, transport stipends if applicable).
- Engage women professionals and dual VET alumni as speakers/mentors.
- Pre/post assessments of confidence, aspirations, and knowledge of VET/rights.
- Training for women directors of VET institutions (up to 15 participants; up to 3 days)
- Design modular training on financial management (budgeting, forecasting, cost control, resource mobilization, financial reporting), leadership, strategic planning, communication, negotiation, change management, and gender-responsive institutional governance.
- Integrate practical exercises (case studies from Moldovan VET context), peer learning, and mentoring/coaching elements.
- Provide take-home toolkits/templates (budget templates, leadership self-assessment, negotiation planning canvas).
- Conduct pre/post capacity assessments and action plans per participant.
- Workshop/training for companies in dual VET (up to 10 participants; 1 day)
- Develop content on gender-sensitive HR and training practices: inclusive recruitment for apprentices, bias reduction, fair evaluation, anti-harassment policies and reporting, reasonable accommodation, mentoring, safe workplaces (including for minors), and communication with VET partners.
- Include compliance with Moldovan labour law and international good practice; align with company-level safeguarding and data protection.
- Facilitate action planning per company with measurable steps.
- Self-assessment tool for VET institutions
- Develop a practical, context-adapted tool (questionnaire + scoring rubric + guidance) to assess gender responsiveness across: • Governance and leadership (representation, decision-making) • Policies and procedures (anti-harassment, safeguarding, non-discrimination) • Access and progression (enrolment, retention, transitions by sex and program) • Teaching and learning (gender-responsive pedagogy, materials) • Learning environment and safety (facilities, reporting mechanisms) • Industry partnerships and dual VET placements (selection, supervision) • Data and M&E (sex-disaggregated data, targets, reporting)
- Pilot the tool in at least 2 VET institutions (to be designated by the client); refine based on feedback.
- Provide user guide and ToT 1-day session for (up to) 20 institutional focal points nominated by MoER/GIZ.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer, According TOR
- Part 2: Financial offer, using the price schedule GIZ template, VAT 0 %,
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
