IMPLEMENTATION OF THE “EU ACCELERATOR 3.0 – EU COMMUNICATORS” PROGRAM
BRIEF FOR CONTRACTORS/PARTICIPANTS
1. BACKGROUND
The EU-funded project "Strategic Communication and Support to Mass-Media in the Republic of Moldova" is designed to enhance public awareness about the EU, its assistance, and the benefits thereof. By ensuring the dissemination of unified messages and improving the quality of information available, the project contributes to the successful implementation of democratic reforms in Moldova. It seeks to increase visibility of EU assistance, support independent media, and bolster resilience to disinformation, within the context of Moldova’s new candidacy status under the EU, referencing the Association Agreement and its components, the DCFTA and Association Agenda 2021-2027.
Within this framework, the present TOR falls under COMPONENT 1.5 – EU INFORMATION CENTRES AND EURO CLUBS, which aims at their coordination. The proposed initiative, "EU Accelerator 3.0 – EU Communicators", seeks to meaningfully engage young people in the Republic of Moldova in promoting European values and the opportunities offered by the European Union for all age groups, through training, participatory research, and creative public communication. This activity will be implemented in partnership with the "Strategic Communication and Support to Mass-Media Project" and "Comunitatea Plus".
2. SCOPE OF ASSIGNMENT
The selected company will be responsible for the full coordination, implementation, and reporting of the "EU Accelerator 3.0 – EU Communicators" program, as described in the project concept. This includes managing all activities from youth recruitment and training to conducting a perception study, developing communication strategies, establishing a European Communicators School, and implementing nationwide youth-led communication campaigns. The company will ensure that all specific objectives and expected outputs are met within the agreed timeframe and budget, working closely with the Contracting Authority and relevant stakeholders.
3. TIMING OF THE ASSIGNMENT
The proposed period of implementation for the "EU Accelerator 3.0 – EU Communicators" program is February 2026 – June 2026.
4. DETAILS OF THE ASSIGNMENT AND DELIVERABLES
The Contractor will assist the Contracting Authority in achieving the overall goal and specific objectives of the "EU Accelerator 3.0 – EU Communicators" program, by coordinating, implementing, and reporting on the following activities:
Overall Goal: To meaningfully engage young people in the Republic of Moldova in promoting European values and the opportunities offered by the European Union for all age groups, through training, participatory research, and creative public communication.

Analysis of survey data and development of strategies addressing identified challenges, including misinformation and lack of understanding about EU benefits. Strategies will be tested and refined through a debate competition. |

6. Online Communication Campaigns |
Implementation of youth-designed campaigns; competition for the most impactful campaign promoting the benefits of EU integration. |

Specific Objectives:
- Inform 2,000–3,000 young people from the 10 communities hosting EUICs and Euro Clubs about European values and EU-funded opportunities.
- Recruit 100 motivated young people – members of the EU Information Centres and Euro Clubs to become active promoters of European values in their communities.
- Provide practical training for the 100 participants to conduct a perception study on European values and citizens’ level of awareness.
- Conduct a study on European values and perceptions of the EU, based on 1,000 respondents.
- Train 50 young people to develop strategies and solutions addressing the challenges identified in the study.
- Establish a European Communicators School, where 30 young people will learn to create effective and ethical media products.
- Inform at least 100,000 citizens nationwide about the values and benefits of European integration through youth-led communication campaigns.

Outcomes:
- Increased understanding of EU values and opportunities among at least 3,000 young people.
- Strengthened youth capacities in participatory research and evidence-based communication.
- Improved awareness of EU benefits among citizens, especially among youth reached through online campaign.
- Enhanced ability of youth to counter misinformation and promote factual EU-related content.
- Position the EUICs and Euro Clubs Network as a sustainable national platform of young communicators of European values.
- Higher youth engagement in EU-related civic initiatives at local and national levels.
Project Impact: Members of the EU Information Centres and Euro Clubs Network participating in the EU Accelerator “EU Communicators” programme will contribute to building an evidence-based, pro-European information culture rooted in trust and civic engagement. The participating young people will become confident communicators of European integration, capable of presenting EU values and benefits in an engaging, well-reasoned, and empathetic manner to communities across the Republic of Moldova.
General Requirements for the Contractor:
- The Contractor will ensure full compliance with EU visibility and communication guidelines for all project activities and materials.
- The Contractor will provide regular progress reports (monthly/bi-weekly as agreed) and a comprehensive final report detailing all activities, outputs, outcomes, and lessons learned.
- The Contractor will ensure effective coordination and communication with the "Strategic Communication and Support to Mass-Media Project" team and "Comunitatea Plus".
- The Contractor should propose a detailed methodology and work plan for achieving the objectives, including a clear timeline and allocation of responsibilities.
- The Contractor should demonstrate proven experience in youth engagement, educational programs, social research, and communication campaign implementation, preferably in the Republic of Moldova or similar contexts.
5. SUBMISSION OF OFFERS
The interested companies are invited to submit the following application package:
- Technical Proposal:
- Understanding of the Terms of Reference.
- Detailed methodology and work plan for implementing all stages of the program.
- Proposed team structure, including CVs of key personnel, demonstrating relevant experience in project management, youth work, communication, and research.
- Demonstrated experience in similar projects (references, portfolio).
- Financial Proposal:
- Itemized budget, reflecting all costs associated with the implementation of the program.
- All prices must be quoted in Euros (EUR), VAT exclusive.
