Call for External Evaluator – Final Evaluation of the EU-funded Project „Empowerment of Youth Entrepreneurship in Moldova”

„Pro Cooperare Regională” on behalf of consortium of project partners: German public association Help-Hilfe zur Selbsthilfe e.V. and local public associations - “Demos”, “Homecare” (hereinafter referred as the Consortium) is recruiting a consultant, a team of consultants, or a legal entity (hereinafter referred as the Evaluator) to conduct the final evaluation of the project “Empowerment of Youth Entrepreneurship in Moldova” (hereinafter referred as the Project), funded by the European Union (EU) and co-funded by Help-Hilfe zur Selbsthilfe e.V.
The evaluation is set to take place between March-June 2026. Under this contract, the Evaluator is expected to conduct a final evaluation of the Project following the OECD/DAC criteria - to independently assess the Project’s performance, achievements, and challenges against its objectives.
