The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to conduct a study on the investors needs assessment and the perception on the investment climate in Moldova for Invest Moldova Agency portfolio, within the “Strong Businesses and Communities for Moldova” project.

The objective of the current assignment is to support the Invest Moldova Agency in the execution of a study on the investors needs assessment in Moldova and evaluation of the investment climate perception by the investors in the Republic of Moldova. The study aims to collect structured feedback from at least 150 significant investors (with investments of EUR 1 million or more) to identify strengths, risks, key investment decision factors, and aftercare support needs. The resulting analytical report will deliver practical and actionable recommendations to enhance investor retention, expansion, and overall satisfaction.

To achieve the objective, the experts shall perform the following tasks:

• Create a comprehensive questionnaire for assessment and feedback collection from investors.
• Conduct interviews and assist in conducting them (when interviews are led by Invest Moldova staff), providing administrative support during meetings (collecting notes, processing feedback, data analysis, agenda coordination, etc.)
• Based on the feedback collected, create a study on the investors’ needs assessment and investment climate perception.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0, following GIZ template provided for it.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000001565) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 16.03.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
