The German Development Cooperation through GIZ is seeking to contract a company to provide services of implementing communication and PR activities tailored to Moldova’s EU integration process related to negotiation Chapters 23 and 24, within the EU Integration Support Project (EUISP). The services within the assignment will be provided in the period between April 2026 – December 2027.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR) and other supporting documents.

The tender is open to private companies resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

Specific requirements regarding the bidders:

• The bidder will provide reference for at least 3 assignments in the field of corporate communications and awareness raising activities, like the specifics above, implemented during the last 3 years;
• Proven extensive experience in communications and public relations area;
• Good knowledge of national communications and media framework, public relations, social media networks;
• Proven experience in development and implementation of corporate communications and media consulting services;
• Possess experience in development of creative products suitable for different target groups of people;
• Will provide one overall coordinator who will have the task of managing all project related activities and will be the contact person with the project team;
• Will subcontract other experts with relevant experience to perform the envisaged tasks, if necessary;
• Experience in working with international projects would be an asset.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Brief outline of team composition and CVs of proposed experts according to described requirements;
• Brief information on previous performance, describing recent contracts of similar scope;
• A Letter of Interest (maximum 3 pages) outlining the applicant’s understanding of the assignment’s objectives and expectations;
• Copy of the company registration certificate in the Republic of Moldova;
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

• Financial offer (the price schedule) according to ToR, as well as the total budget expressed in MDL, VAT 0.

All personal data is for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 7000000916, not later than 13.03.2026, time: 15:00, Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
