- Background
The call aims to hire the services of a highly qualified law office or law firm to support Moldova’s extraordinary vetting process of judges and prosecutors, which is being carried out to strengthen public trust in the justice system. As part of this reform, Moldova has enacted Law 26/2022, Law 65/2023 and Law 252/2023, and established three dedicated commissions: one for pre-vetting, one for vetting judges, and one for vetting prosecutors (hereinafter commissions 1, 2 and 3, respectively).
The Center for International Legal Cooperation (CILC), assigned by the European Commission and the Ministry of Foreign Affairs of the Kingdom of the Netherlands, facilitates the commissions responsible for the vetting and their Secretariat.
The selected law firm will provide legal assistance to the Commissions 2 and 3, including but not limited to:
- Assist in planning, organizing, and participating in civil, administrative or any other litigations or other proceedings.
- Represent, draft, review, submit and plead the statements in various litigations or proceedings.
- Gather, analyze and review ECtHR judgments, Constitutional Court and Supreme Court of Justice decisions, Venice Commission opinions, as well as other practice on vetting.
- Assist in understanding systemically the Moldovan procedural legislation and provide legal advice on various legal matters.
- Pro-actively suggest improvements and optimizations related to the activity of the commissions.
- Procedure for application and selection
Expressions of interest can be submitted via email only, via secretariat@cilc.nl, with the subject of the email ”Legal Services Proposal”. Applications submitted to other mail addresses will be excluded from consideration. All the applicants are welcomed to include a short explanatory note with the motivation, but required documents include:
- Current offer – in English.
- Contact data of professional references including name, title, email address and phone number.
- The deadline for submitting proposals is 15th of March 2026.
CILC will choose from the pool of expressions of interests the law firm that fits the proposal best, in particular based on the below criteria. Only short-listed law firms will be contacted and invited for an (online) interview.

- Level of professional knowledge, including on vetting
