Announcement: Procurement of Service – National Expert on ICT systems, secure communications & cybersecurity

Project Context
Within the framework of the EU4 Moldova Resilience – Secure State, Resilient Communities (EU4MR) project, a two-year initiative funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova), this procurement aims to support the operationalization of the National Crisis Management Center (NCMC) of the Republic of Moldova.
The establishment of the National Crisis Management Center (NCMC) in 2025 under Law No. 248/2025 and Government Decision No. 579/2025 represents a strategic milestone in the Republic of Moldova’s broader effort to strengthen national resilience and align with European Union standards in crisis prevention, preparedness, and response.
The present assignment is designed to support the NCMC during a critical phase of its operationalization, ensuring that the institution can fulfil its legally mandated functions. It responds directly to the emerging needs by rapidly building its structures, developing procedures, and ensuring the continuity of critical functions despite the absence of fully recruited and trained permanent staff.
The goal of this assignment is to hire a National Expert on ICT systems, secure communications & cybersecurity for a short-term period of 30 working days (January 2026 – March 2026) to deliver targeted, high-level technical assistance to the NCMC.
Tasks and Responsibilities:
The procurement involves hiring a national short-term expert to support the implementation of the National Crisis Management Center (NCMC) of the Republic of Moldova within the EU4 Moldova Resilience – Secure State, Resilient Communities (EU4MR) project framework to perform the following tasks:
- Support the development of ICT, telecommunications, and cybersecurity infrastructure for the National Crisis Management Center.
- Ensure technical compliance with national standards and operational requirements.
- Contribute to the creation of the Terms of Reference, procedures, and internal workflows.
- Advise management and staff on ICT solutions that support the Center’s legal mandates.
- Facilitate technical integration with public institutions for information sharing.
Expected Deliverables:
- Deliverable 1: Assess ICT and telecommunications infrastructure needs (estimated workload: 6 days, due by the end of January 2026).
- Deliverable 2: Participate in developing the terms of reference and technical specifications for commissioning activities (estimated workload: 8 days, flexible delivery schedule).
- Deliverable 3: Develop standard operating procedures (SOPs) for ICT infrastructure management (estimated workload: 6 days, flexible delivery schedule).
- Deliverable 4: Provide advisory support to senior management on technological opportunities (estimated workload: 4 days, flexible delivery schedule).
- Deliverable 5: Assist with recruiting ICT personnel (estimated workload: 3 days, flexible delivery schedule).
- Deliverable 6: Serve as the technical point of contact for ICT and software integrations with monitored institutions (estimated workload: 3 days, flexible delivery schedule).
Competencies and Qualifications Required from the Contractor:
Academic Qualifications:
- Advanced degree in Computer Science, Computer Information Systems, Information Systems Management, Information Technology, or a related field.
Relevant Experience:
- At least five years’ experience in the area of ICT.
- Conduct at least two similar assignments to government ministries and agencies, international donor agencies, or regional agencies.
- Has experience collaborating with the National Crisis Management Center.
- Demonstrated expertise in at least one similar assignment involving conceptualization, definition, design, and implementation of ICT Governance/Standards.
- Demonstrated experience in at least one similar assignment involving conceptualization, definition, design, and implementation of ICT architecture.
Competencies:
- Strong knowledge of the national legal framework in the related fields (ICT, cybersecurity, telecommunications, data protection).
- Excellent understanding of ICT infrastructure architecture, secure communications systems, and cybersecurity standards (e.g., ISO 27001, NIST, EU NIS2 requirements).
- Proven ability to assess, design, and optimize ICT systems for critical or sensitive institutions.
- Ability to develop technical documentation, terms of reference, system specifications, and operational procedures.
- Experience with interoperability standards, system integration, and secure information exchange protocols.
