- Background
The Government of the Republic of Moldova has established the Moldova HiTech Park (MHTP) as a national strategic project designed to become a flagship innovation, technology, and R&D hub for the country. Through the adoption of Law No. 206/2025 and Government Decision No. 526/2025, the State created the legal and institutional foundations for a new Category B Industrial Park, covering approximately 50 hectares of land located in Stăuceni, on the northern edge of Chișinău.
The Park is envisioned as a next-generation innovation ecosystem focused on ICT, digital and creative industries, deep-tech R&D, health and medical technologies, green and clean technologies, microelectronics, artificial intelligence, robotics, cybersecurity, and other high-value, knowledge-driven sectors.
Following the approval of the legal framework, the managing company LLC “Moldova HiTech Park” was established with state-academic-local authority ownership and governance involving key public institutions. Parallel to this institutional setup, several strategic planning exercises have been initiated, initial site preparation activities, and the initiation of urban planning procedures.
To enable the Park’s successful development and operationalization, MITP intends to procure a series of Feasibility Studies that will clarify the conceptual, infrastructural, spatial, and urban-planning conditions necessary for MHTP’s implementation.
These studies will provide the analytical foundation required for investment preparation, planning procedures, technical design, policy alignment, and ecosystem structuring.
- Purpose of the Assignment (in brief)
To support the next phase of the Moldova HiTech Park (MHTP) development, the Moldova Innovation Technology Park (MITP) seeks to procure a specialized consulting firm to conduct a set of Feasibility Studies for the Planning, Structuring and Activation of the Moldova HiTech Park. These studies will provide the analytical and planning foundation required to structure the Park’s concept, ecosystem, spatial logic and technical parameters, ensuring its alignment with international best practices and national development objectives.
The Moldova HiTech Park (MHTP) will be developed in four sequential phases, ensuring structured growth, investor credibility, and alignment with Moldova’s innovation and economic development priorities:
- Phase 0 — Institutional & Planning Readiness:
Legal and regulatory framework, land allocation, strategic planning, investor targeting, early feasibility, and infrastructure due diligence. - Phase 1 — Early Investors & First Construction:
Anchoring the first group of investors and operators, focused on business/IT office buildings, healthcare facilities (clinics/hospital), and hotel/accommodation functions, and defining the exact hectares and parcels to be developed first. - Phase 2 — Core Campus Build-Out:
Offices, R&D labs, university/training facilities, high-tech production, mobility nodes, energy systems, co-living and supporting functions. - Phase 3 — Expansion & Internationalisation:
Attraction of international tenants, expansion of mixed-use areas, and deep integration into European innovation and industrial value chains.
MHTP is currently at Phase 0, and the central objective of the assignment is to enable the transition into Phase 1, establishing a credible, investor-driven foundation for the Park’s initial build-out, and anchoring a first group of early investors, anticipated in business/IT buildings, hotel and healthcare.
- Objective of the Assignment (in brief)
The objective of this assignment is to conduct a coordinated set of Feasibility Studies that will provide the Moldova Innovation Technology Park (MITP) and relevant national institutions with the analytical, conceptual, spatial, and technical foundations required to shape, plan, and operationalize the Moldova HiTech Park (MHTP). These studies will clarify the Park’s development direction, ensure alignment among Park shareholders and prospective investors, determine the spatial and infrastructure requirements for its phased implementation, and support the transition from Phase 0 (institutional and planning readiness) to Phase 1 (early investors and first construction).
