The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova is seeking, under the Energy Efficiency and Renewable Energies in Moldova (E4M) project, a company to support GIZ in conducting three thematic study visits. The purpose of the study visits is to expose Moldovan decision-makers to advanced experience in Passive House and energy-efficient building practices through direct engagement with institutions, experts and demonstration sites operating in mature regulatory and market contexts.

The study visits are planned to take place in Denmark in March–April 2026, in Austria during the second half of 2026, and in Czechia in April–May 2026. Each visit will include approximately twelve participants representing the project’s key beneficiaries, including the National Centre for Sustainable Energy (CNED), the Ministry of Energy, the Ministry of Infrastructure and Regional Development (MIRD), the Technical University of Moldova (UTM), the banking sector, and other relevant stakeholders. The core programme of each visit will last five working days, with up to two additional days reserved for international travel.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The successful application shall include:

-       Technical Proposal, all according to the TOR (in a separate envelope).

Also including the following docs:

• Copy of the offeror’s registration certificate in the Republic of Moldova;
• Technical-methodological concept as described in the ToR.
• Detailed CVs as described in the TOR (will not exceed four pages).

 Financial Proposal, all according to the TOR in MDL 0 % VAT (in a separate envelope):

Bid’s evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications, will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
