The German Development Cooperation through GIZ is looking for a company able to support the GIZ with the developing and implementing a sequenced training program, within its “Energy Efficiency and Renewable Energies for Moldova E4M” project.

For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than 21.11.2025, 15:00 Chisinau local time.

The objective of this assignment is to support the E4M project in organizing and conducting 4 training sessions and up to 6 video lessons for NGOs on energy management and business cases for an energy management solution.

To achieve the objective, the experts shall perform the following tasks:

1. To enhance NGOs' understanding of energy consumption patterns and opportunities for efficiency improvements within their facilities and projects.
2. To equip participants with the skills to conduct basic energy audits and identify energy-saving measures.
3. To enable NGOs to develop robust business cases for energy efficiency and renewable energy projects, demonstrating financial viability and broader benefits.
4. To familiarize participants with available financing mechanisms and incentives for clean energy initiatives.
5. To foster a culture of energy management and sustainability within participating NGOs.

Period of assignment: from November 2025 to October 2026. 

The application shall include:

1.     Technical offer, containing (in a separate document):

• CV of expert team according to ToR requirements.
• Technical-methodological concept for service delivery (strategy, cooperation and processes);
• The profile of the company.
• Copy of the company registration certificate in the Republic of Moldova.

2. Financial offer, containing (in a separate document):

• The financial offer shall include a breakdown of the amounts for the services/deliverables required in the ToR, as well as the total budget expressed in MDL, VAT 0%.

Bids evaluation will be performed based on the ratio 70% for the technical offer  and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83503498) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 24.11.2025 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
