ECC Cahul announces a competition for the selection of an Expert Information Technology (IT)
Ecological Counseling Center Cahul, Republic of Moldova
announces a competition for the selection of an Information Technology (IT) Expert
within the project “Carbon Binding Blue Black Sea” (BSB00020 – BlueC),
co-financed by the European Union through the Interreg NEXT Black Sea Basin Programme.
Under the guidance of the Ecological Counseling Center Cahul, the Expert Information Technology (IT) will provide services in accordance with the Terms of Reference.
Qualifications and skills required:
- Higher education in Information Technology, Computer Science, Environmental Sciences, GIS or related fields;
- Minimum 3 years of professional experience in mapping, database administration and technical support, preferably in environmental projects or ecological research;
- Experience in managing and processing ecological or environmental data (GIS, remote sensing, spatial data);
- Knowledge and experience in GIS platforms, data visualization and mapping tools for environmental studies;
- Experience with ICT modeling systems for ecological simulations is an advantage;
- Skills in analyzing and interpreting ecological data;
- Knowledge of data management standards and good practices regarding the quality and security of environmental data;
- Ability to provide technical support and solve hardware/software problems in research contexts;
- Knowledge of Romanian and English (written and spoken);
- Ability to work independently and in a multidisciplinary team;
- Interest and involvement in environmental protection activities, ecosystem monitoring and dissemination of scientific results.

Ecological Counseling Center Cahul, announces the competition through a request for offers for the selection of an Expert Information Technology (IT), an activity within the project " Carbon Binding Blue Black Sea”.
Project description:
Seagrass meadows are part of the coastal "blue carbon" ecosystems that serve as a sink for organic carbon, sequestering it in their biomass and sediments. However, they have been in decline at a global scale throughout the 20 century and at increasing rates since the 1990s due to coastal development, water quality deterioration and eutrophication, as well as climate change. They are exposed to direct physical effect by illegal trawling, and indirectly by the sedimentation resulting from harbour and breakwater construction, boat anchorage or soil erosion. Furthermore, potential effects of the global climate change such as sea water temperature increases, carbon dioxide level increases, reduction of pH levels and acidification, impacts the photosynthesis of meadows, hence affects reproduction and development.
General objective:
The vegetated habitats such as seagrasses of seas form earth’s blue carbon sinks and account for more than 50% of all carbon storage in ocean sediments. This action aims at preservation of seagrasses via blue carbon management tools to ensure that they are protected, their degradation is prevented, and they are allowed to be maintained in a satisfactory state of conservation, in line with the Strategic Action Plan for the Environmental Protection and Rehabilitation of the Black Sea..
Period for performing the services: 16 months, starting of November 2025.
Expert’s Tasks and Responsibilities
The expert will be responsible for carrying out the following tasks:
- Provide technical support for the preparation of maps delineating the distribution area of submerged aquatic vegetation ("seagrass") identified in the Lower Prut region, with specific reference to the species Ceratophyllum demersum (locally known as “Coșor”), as well as the designated monitoring zones;
- Manage, process, and validate field data for integration into Geographic Information System (GIS) databases;
- Offer technical assistance in the use of specialized digital platforms and ecological modelling tools relevant to the implementation of project activities;
- Enter, update, and ensure the quality of data in the Marine Litter Watch (MLW) platform, in accordance with the requirements of the ZEWSGES project;
- Support the analysis and visual representation of results derived from ecological monitoring and simulation activities;
- Actively participate in monthly coordination meetings organized by the Project Coordination Unit (PCU), contributing to progress reporting and future activity planning;
- Collaborate closely with ecological experts and the multidisciplinary project team to ensure the achievement of the project’s technical and scientific objectives.

Expected results:
The selected expert will provide the requested services according to the conditions requested by the Ecological Counseling Center Cahul, in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).
