We are looking for a qualified provider or development team with proven experience in Joomla platform migrations, capable of delivering a complete, secure, and compliant transition. The migration process must ensure the protection of data integrity, user privacy, and confidentiality at all stages. The scope of services includes:

Required Services:

• Complete migration of the portal from Joomla 3.10 to Joomla 5, including all content, categories, users, menu structures, and compatible extensions.
• Assessment and reconfiguration of all custom features and overrides, including modules, plugins, and components developed specifically for the existing site, to ensure they are compatible with Joomla 5 architecture.
• Development of a new Joomla 5 template replicating the visual design and layout of the current site, while complying with modern standards (Bootstrap 5, responsive design, accessibility, SEO optimization).
• Evaluation of all third-party extensions, with replacement or adaptation of any that are not compatible with Joomla 5, ensuring continuity of functionality using secure and maintainable alternatives.
• End-to-end functionality testing post-migration, covering all dynamic elements, user interactions, forms, workflows, and external integrations.
• Minimization of downtime and ensuring a smooth transition by conducting all work in a staging environment prior to deployment, along with a clearly defined and coordinated go-live plan.
• Training and documentation for the internal team on changes and updates relevant to the Joomla 5 environment.

Full compliance with data protection standards, ensuring:

The integrity and security of all user and organizational data during the migration process.
Handling of all data in accordance with applicable privacy laws and internal data management policies, including GDPR where applicable.

Requirements for the Service Provider:

• Demonstrated experience in Joomla migrations, particularly from Joomla 3.x to version 4 or 5.
• Technical expertise in Joomla core development, PHP, HTML5, CSS3, JavaScript, and the Bootstrap framework.
• Familiarity with data protection best practices and experience working under nondisclosure or confidentiality terms.
• Ability to deliver within an agreed timeline and provide post-migration technical support and documentation.
• A relevant project portfolio with references (preferred).
