Tender no. 83493521 Support to ANSA in drafting guide for Small Producers Program
The German Development Cooperation through GIZ is looking for an expert able to support the National Agency for Food Safety (ANSA) with drafting a guide on good hygiene practices for small producers and processors of food products of animal origin, within its “Strong Businesses and Communities for Moldova” project.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of the current assignment is to support ANSA in drafting a guide and additional needed documentation, such as checklists and informational materials, to complement the newly adopted Government Decision (GD) with regards to: "Simplified requirements for the activity of small producers in the food sector and amendment of Government Decision No. 643/2003”.
To achieve the objective, the expert shall perform the following tasks:
- Arrange meetings and coordinate activities with stakeholders
- Support ANSA and the international expert, contracted separately by SBC, with initial discussion and drafting of the guides needed according to the "Simplified requirements for the activity of small producers in the food sector" and amendment of Government Decision No. 643/2003.
- Develop a working plan and adjust it based on the findings.
- Draft 1 guide on good hygiene practices for small producers and processors of food products of animal origin, including:
- Analysis of the regional context and existing legal framework,
- Draft of the identified guide, mandatorily encompassing the ANSA designed,
- Visualization of the finalized guide via drafting of an appropriate brochure,
- Consultation of the final draft of the guide with GIZ and ANSA and improvement according to comments.
- Present the guide and any additional documentation to the stakeholders involved.
- Conduct 3 training sessions, together with the international expert, for ANSA and its beneficiaries (business associations, and small producers), more specifically 1 training session in the north region of Moldova, 1 - in the south region and 1 - training session at ANSA headquarters in Chisinau.
- Additionally, the experts will coach consultants and trainers of ANSA, as part of the training sessions, on practical use of the checklists and advice to small producers
The application shall include:
- detailed CV and cover letter in English,
- financial offer including:
- gross daily rate in MDL and a total amount per up to 15 workdays of assignment.
- transportation costs in MDL for up to 550 km at GIZ approved rate of 6 MDL/km.
- total budget in MDL.
Bids evaluation will be performed based on the ratio 70% for the technical offer (CV and cover letter) and 30% for the financial offer.
