The German Development Cooperation through GIZ is seeking to contract a provider that will offer services of implementing the Diaspora Startup Hub initiative, within the Policy Advisory Fund project. The services within the assignment will be provided in the period between July – December 2025.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than 24.06.2025, 15:00 Chisinau local time.

The tender is open to service providers resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

Specific requirements towards the bidders:

• Proven experience in delivering entrepreneurship or diaspora engagement programs.
• Demonstrated capacity in managing virtual events and digital platforms.
• Experience collaborating with startups, investors, and innovation ecosystem actors.
• Strong content creation and communication skills.
• Access to or ability to recruit diaspora professionals with relevant expertise.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• A concept note describing in detail how the Offeror intends to carry out the Terms of Reference (ToR);
• CVs of the proposed team members;
• Copy of the offeror’s registration certificate in the Republic of Moldova;
• Copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

• Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.

All personal data is for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial proposal.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83491158, not later than 26.06. 2025, 13:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
