Tender no. 83483371 Development of educational packages for three (dual) VET qualifications
The German Development Cooperation through GIZ is looking for a service provider able to develop educational packages for three dual VET qualifications, within its “Strong Businesses and Communities for Moldova” project.
The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is the development of educational packages for three (dual) VET qualifications, for a better integration of young specialists into the labor market. Educational packages will include the development of Occupational Standards (OS), Qualification Standards (QS), Modular curriculum for initial dual professional training, and training materials.
To achieve the objective, the service provider shall perform the following tasks:
- Organize and conduct QS development activities according to the Moldovan legislation which include carrying out the occupational analysis; drafting, checking, and approving the Occupational Profile (OP); Organizing and conducting the process of developing the occupational standard (OS). Development and approving of the Qualification standards (QS) by the responsible organization.
- Develop / adjust study programs for 3 distinct qualifications and develop modular curriculum for 3 specialized disciplines.
- Develop a package of training materials which will include notes of the course and a practical guide for one specialized discipline for each 3 qualifications, submit for approval to the MoER, according to procedures.
- Provide a training in the specific areas related to required qualification for up to 45 VET teachers.
The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables. The technical offer will be including:
- Registration certificate.
- Experience/profile of the company.
- Proposed methodology.
- CV of expert team according to ToR requirements.
- Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83483371) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 04.03.2025 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
