Tender no. 83476405 for the provision of consultancy services for improving the performance of public institutions in Moldova in the process of EU integration
The German Development Cooperation through GIZ is seeking a service provider specialized in delivering consultancy services to improve the capacity and performance of public institutions in the Republic of Moldova, focusing on facilitating the country’s EU integration process. The services within the assignment will be provided in the period between January – November 2025.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team should meet the following criteria and qualifications:
Team leader:
- University degree (German ‘Diplom’/Master) in Law, Political Sciences, Governance, Public Relations, or similar
- C2-level language proficiency in English and Romanian
- 7 years of professional experience in the public administration sector
- 5 years of professional experience in one of the following fields: administrative procedures, contract/project management, reporting and financial administration
- 4 years of management/leadership experience in projects, companies or other organizations with leadership responsibility for 5 or more people
- 5 years of experience in the Republic of Moldova
- 4 years of experience in DC projects
Key Expert:
- University degree (German ‘Diplom’/Master) in Law, Political Sciences, Governance, Public Relations, or similar
- C2-level language proficiency in English and Romanian
- 5 years of professional experience in the public sector or advising public institutions
- 5 years of professional experience in one of the following fields: policy development, legal approximation, public administration reform or EU accession processes
- 5 years of experience in the Republic of Moldova
- 4 years of experience in DC projects
Short-term expert pool 1 - with minimum 5 and maximum 10 experts with international and regional expertise:
2 CVs for experts with international and regional expertise must be added to the tender for this pool. The tenderer’s ability to provide the pool of experts required here will be assessed on the basis these 2 sample CVs.
- Each expert with university qualification (German ‘Diplom’/Master) in Political Sciences, Governance, Public Administration, or similar
- Each expert with C1-level language proficiency in English
- Each expert with with 5 years of professional experience in public sector or advising the public sector
- Each expert with 5 years of professional experience in policy development or legal approximation or EU integration management
- Each expert with 2 years of professional experience in at least one of the following countries: Romania, Bulgaria, North Macedonia, Montenegro, Serbia or Albania
- Each expert with 2 years of experience in DC
Short-term expert pool 2 - with minimum 10 and maximum 20 experts with national expertise:
3 CVs for experts with national expertise must be added to the tender for this pool. The tenderer’s ability to provide the pool of experts required here will be assessed on the basis of these 3 sample CVs
- Each expert with university qualification (German ‘Diplom’/Master) in Political Sciences, Governance, Public Administration, or similar
- Each expert with C2-level language proficiency in English and Romanian
- Each expert with with 5 years of professional experience in public sector or advising the public sector
- Each expert with 5 years of professional experience in policy development or legal approximation or EU integration management
- Each expert with 5 years of experience in the Republic of Moldova
- Each expert with 2 years of experience in DC
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):
- Brief outline of team composition and 7 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
- Concept note including a brief statement of proposed strategy for the fulfillment of the assignment (up to 4 pages);
- Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall include a breakdown of gross amounts for the services required in the ToR, as well as the total gross budget expressed in MDL, VAT 0%.
The bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83476405, not later than December 20, 2024, 15:00 Chișinău local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
