Tender no. 83477419 for the contracting of a company to provide support to the State Chancellery in review of training materials and delivery of trainings on strategic planning
The German Development Cooperation through GIZ is seeking a Company to provide support to the State Chancellery in the development of training materials and delivery of trainings on public policy development, monitoring and evaluation within the project Policy Advisory Fund. The services within the assignment will be provided in the period between December 2024 – June 2024.
The selected Company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidding company is expected to meet the following requirements:
- Legal entity registered in the Republic of Moldova;
- At least three years of proven experience at national and/or regional level in consulting, advisory services and research in public policy development, monitoring and evaluation, costing of public policy documents;
- Excellent in-house expertise on conceptualization and delivery of trainings and capacity building activities in the areas relevant to the assignment;
- Throughout in-house expertise in the field of 2030 Agenda and EU harmonization framework will be a strong advantage;
- The service provider shall propose a team of experts and administrative and backstopping capacities, as follows:
3 experts with a strong background in assessment, conceptualization, organization, and delivery of trainings in strategic planning and public policy development, monitoring, evaluation and reporting, as well as costing of public policy documents fields;
Necessary administrative and logistic backstopping for the organization and delivery of planned trainings.
The proposed experts should meet the following requirements:
- Master´s degree in Public Policy, Public Administration, Law, Economics, Social Science, or other relevant areas;
- Additional training and certification in strategic planning, public policy development, costing of public policy documents, public administration, law, will be an advantage;
- At least 3 years of experience in drafting assessment reports, policy documents, guidelines research in the strategic planning and policy development monitoring and implementation, costing of public policy documents and other relevant documents for public authorities;
- At least 2 previous proven experiences in development of the training materials and conduction of trainings for public authorities in the Republic of Moldova in the areas relevant for the assignment;
- Knowledge of the national strategic planning framework including the GD nr. 386/2020 and the available methodological tools for its implementation especially the Guidelines on the integration of the National Development Strategy into the planning documents and sectorial policy documents, the Guidelines on ex-ante, mid-term and ex-post assessment of public policies, manual for costing of public policy documents;
- Previous experience working with the national public authorities in the areas of strategic planning, public policy development monitoring and evaluation, costing of public policy documents;
- Knowledge of the Agenda 2030 and of the NDS “European Moldova 2030” provisions as well as the EU harmonization framework will be a strong advantage;
- Working knowledge of Romanian and English.
Interested companies are requested to provide the following documents and information:
- A technical proposal outlining (in a separate sealed envelope):
- Company overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, overview (max.2 pages) of at least 2 previous proven experiences in development of the training materials and conduction of trainings for public authorities in the Republic of Moldova in the areas relevant for the assignment,
- Brief outline of team structure and their correspondence to the evaluation criteria and CVs of the experts;
- Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available relevant to the assignment,
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
- Financial proposal including: the rates per day and the number of the total expert days estimated for the entire assignment; the estimated budget for the logistical organization and delivery of trainings; the total budget for this assignment expressed in MDL, VAT 0%; company bank data, including bank name and IBAN for MDL (all in a separate sealed envelope). Only costs listed in this proposal can be reimbursed.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
