Program summary  

USAID’s Comunitatea Mea (CM) is an eight-year program of assistance operating in the Republic of Moldova that strengthens local government to become more effective, transparent, and accountable to citizens and to build local government’s capacity to meet citizens’ needs. CM is USAID’s flagship local government program providing comprehensive assistance to communities, including towns and villages, primarily targeting local self-government bodies. The principal beneficiaries are the first level Local Public Administrations (LPAs) along with civic groups and local businesses that, in collaboration, will work on developing their communities and improving availability, quality and effectiveness of public services across Republic of Moldova.  

The Comunitatea Mea (CM) program, administered by the International Research & Exchanges Board Washington D.C., Chisinau Branch (IREX) and funded by United States Agency for International Development (USAID), invites Bidders to submit quotes for the procurement of the specialized equipment and installation of the ventilation system  at the Social Canteen at the Multifunctional Community Center in Balatina village per the requirements stated in this solicitation. 

This Request for Quotes comprises the following documents:

The RFQ is issued in English and Romanian languages. In the event of inconsistency between the content of the RFQ and the translation into Romanian, the English meaning shall prevail. 

This RFQ is conducted in accordance with the IREX procurement policy and USAID rules and regulations. By applying to this RFQ, the Bidder agrees and accepts all conditions and rules, listed in this RFQ, including any amendments made in writing by IREX. 

Bidder participation in this RFQ will not generate any IREX obligations toward any Bidder. IREX is not bound to accept any of the quotes submitted. IREX reserves the right to accept the Bidder’s quote without further discussion. 

The Bidder must be able to complete all the items stated in the Section 2: Mandatory Technical Specifications and Requirements (Terms of Reference). Procurement in lot (s) is not allowed. Partial and or incomplete quotes shall be rejected as non-responsive. 

No appeal against contract decision award is allowed. 

IREX intends to issue a Firm Fixed Price Services Contract for this procurement. No advance payment will be provided. 

SECTION 1: SCOPE OF WORK  (SOW) 

Under this SOW, IREX/Comunitatea Mea Program proposes to select a Bidder/Contractor for the procurement of the mentioned goods/equipment/ accessories and services (please see Table 1 below).  

The Balatina Mayoralty is the direct beneficiary of the project (hereinafter referred to as the beneficiary). The selected Contractor will execute the project together and with the assistance of representatives from the Social Canteen at the Multifunctional Community Center in Balatina village " (herein after referred to as beneficiary’s representative).
