Tender no. 83471157 for the contracting of a service provider to support the Diaspora Relations Bureau (BRD) in developing and conducting a gender-sensitive training program for leaders of Moldovan diaspora associations



The German Development Cooperation through GIZ is seeking a service provider to offer support to the Diaspora Relations Bureau in the development of training materials and delivery of a training program to selected leaders of Moldovan diaspora associations within the project Policy Advisory Fund. The services within the assignment will be provided in the period between August 2024 – December 2024.

The selected provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidder is expected to meet the following requirements: 

  • The service provider shall be registered and operating in accordance with the legislation of the Republic of Moldova with:
  • Proven experience in successful organization and delivery of at least 3 training programs for non-governmental organizations covering the topics mentioned at point 3 of the ToR;
  • Available in-house human and technical resources for successfully delivering the assignment.

The bidder will propose:

  • 1 training manager with strong competencies in management, coordination, organization, and reporting on the implementation of the training programs;
  • A comprehensive team of experts/trainers with strong background in assessment, conceptualizing, and delivery of the proposed training program under point 3;
  • Strong connections among diaspora associations, the ability to reach out to key stakeholders from the diaspora, and previous collaboration experience with BRD will be an asset.

The proposed experts should meet the following requirements:

  • In-depth knowledge of the specific topics covered in the training modules (e.g., strategic planning, financial management, advocacy, cultural competence).
  • Experience working with diverse groups and understanding their unique needs and dynamics.
  • Proven experience in designing and delivering training programs, workshops, or seminars.
  • Ability to engage adult learners, facilitate discussions and manage group dynamics effectively.
  • Proven track record in managing or supporting diaspora associations or similar organizations.

Interested service providers are requested to provide the following documents and information: 

1. Technical Proposal, containing (in a separate sealed envelope):

  • Organization profile. Description of relevant implemented projects/consultancies of similar scope;
  • Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages);
  • Brief description of the proposed project team (CVs of experts);
  • Copy of the offeror’s registration certificate in the Republic of Moldova;
  • Copy of the latest financial report.

2. Financial Proposal, containing (in a separate sealed envelope):

  • Detailed financial offer, based on the requirements within pt. 3 of the ToR, including the total budget in MDL, VAT 0.

Bids evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer. 

Please note that applications received after the deadline, as well as incomplete applications, will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.

Successful offerors will be further asked for additional documentation such as a copy of ID, bank data, and others, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
