Tender no. 83464567 PR, Branding and Communication services
The German Development Cooperation through GIZ is looking for a company or a consortium of companies to support with PR, Branding and Communication services the “Strong Businesses and Communities for Moldova” project.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).
For the Terms of Reference and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than May 15, 2024, time 15:00.
The objective of this assignment is to develop high-quality communication, visibility, and PR materials for the “Strong Businesses and Communities for Moldova” project. The selected company will provide technical and practical support in developing creative concepts for communication, branding and PR activities/campaigns, as well as ensuring their successful implementation.
The contractor is expected to:
1. Receive a detailed briefing from the GIZ project team for a better understanding of the projects.
2. Update the existing concepts of graphic identity for the SBC and EU4LC projects.
3. Develop at least 1 communication/media plan proposal.
4. Present final deliverables achieved via this assignment to the project team.
5. Receive timely feedback on each product presented, address it in due time and edit the draft as per the final comments and suggestions.
7. Make all necessary arrangements for the implementation of the communication/media plan.
8. Implement the communication/media plan within the agreed deadline limits.
9. Prepare and submit a final report on the assignment in English
The contractor is expected to provide creative solutions, graphic and social media content, and to follow the guidelines of GIZ, EU and other involved partners. These will be made available by the GIZ contact person upon contract signing. The bidder shall fulfil the tasks in close coordination with the GIZ representatives.
The tender is open to private companies or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
- Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.
Bids evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83464567) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building, 9th floor, Chișinău) not later than 17.05.2024, time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered.
GIZ retains the discretion to re-advertise or cancel this tender.
