To participate to the tender procedure Framework Agreement for Video Production Services

To whom it might concern,

The “Strategic Communication and Support to Mass‐Media” project funded by the European Union is looking for a company to produce different video materials to be used for increasing public awareness and inform the public about the project activities.

Duration of the assignment: April 2024 –December 20235

Objective: To ensure video productions for various communication/information activities and campaigns within the project.  The list of services shall comprise, but is not limited to:

• Produce video success stories to reflect beneficiaries of the EU Assistance in the Republic of Moldova;
• Produce videos to reflect speeches/messages/events/meetings/other initiatives organised in Chisinau or in other regions of Moldova;
• Create and produce creative videos to reflect and encompass messages under communication campaigns to be carried out by EU StratCom Project;
• Produce/Adapt videos in at least the following versions: up to 15 second, 40 seconds, up to 2 minutes, 3-6 minutes and up to 10 minutes. Versions provided should be compatible for online distribution and TV screening;

At the same time, the provider will be required to provide the following services:

• Brainstorming and development of creative concepts aligned with the project objectives.
• Storyboarding and scriptwriting.
• Casting and talent sourcing, including actors, voice-over artists, and extras.
• Location scouting and securing permissions for filming.
• Travel to agreed locations to record the event(s) when events take place outside Chisinau;
• Ensuring overall production and post-production services;
• Audio post-production, including voice-over recording, sound design, and music scoring/licensing.
• Subtitling, closed captions.
• 2D and 3D animation services.
• Creation of motion graphics for use in the video.
• Formatting and encoding videos for various platforms (TV, online, social media, etc.).

Conditions for qualification: official registration (for legal entities), three years of experience and portfolio of works.
