  1. The Republic of Moldova (hereinafter called “Borrower”) has received financing from the European Investment Bank and European Bank for Reconstruction and Development (all together - the “Banks”) in the form of a loan, financing and grant (hereinafter called financing) toward the cost of Moldova Energy Efficiency Project. The Moldova Energy Projects Implementation Unit, an implementing agency of the Borrower, intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Request for Proposals is issued.
  2. MEPIU now invites proposals to provide the following consulting services (hereinafter called “Services”): Elaboration of the detailed technical design and author supervision for energy efficient rehabilitation of the Emergency Medicine Institute (Lot 1), Oncological Institute (Lot 2), Mother & Child Institute (Lot 3) Republican Clinical Hospital (Lot 4) and Balti Clinical Hospital (Lot 5).
  3. This Request for Proposals (RFP) has been issued without prior short-listing procedure and is open to all interested participants.
  4. A firm will be selected under “Quality and Cost Based Selection” (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies detailed in the EIB’s Guide to Procurement version of 2018, which can be found at the following website: https://www.eib.org/en/publications/guide-to-procurement.
  5. Interested eligible consultants may obtain further information from MEPIU and inspect the RFP during office hours from 08:30 to 17:00 hours local time at the address given below.
  6. The RFP in the English language may be presented to interested consultants, upon the submission of a written application to the address below.
  7. Proposals must be delivered to the address below on or before May 16, 2024,15:00 (local time). Electronic proposals will not be permitted.Late Proposals will be rejected. Proposals will be publicly opened in the presence of the consultants’ designated representatives and anyone who chooses to attend at the address indicated below.
  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
