The German Development Cooperation through GIZ is seeking to contract a local institution to establish and operate a Learning Energy Efficiency Network LEEN among local authorities in Moldova within the project Energy Efficiency and Renewable Energies in the Republic Moldova E4M. The services within the assignment will be provided in the period between April 2024 – September 2026.

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Outline of team composition and CVs of proposed experts according to described requirements;
• Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved;

2. Financial Proposal, containing (in a separate document):

• Financial offer shall include a breakdown of the amounts for the deliverables required under point 2 of the ToR, as well as the total budget expressed in MDL, VAT 0%.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
