Tender no. 83459922 Development of public service operators in three rayons
The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide technical assistance and support to the development of public service operators in partner LPAs from Straseni, Edinet, and Leova rayons, within its “Strong Businesses and Communities for Moldova” project.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to carry out capacity development activities and provide technical assistance to public services operators in partner LPAs from Straseni, Edinet, and Leova rayons.
The service provider shall undertake the following tasks:
- Develop an action plan for the assignment and assign specific tasks/activities to experts.
- Analyze local and national policy documents, legal framework, case studies, best practices, and other available documents developed with the support of international partners to identify the most appropriate and efficient form of legal organization for the public service operators.
- Develop a report on identified solutions with the most efficient forms of legal organization for the public service operators.
- Develop and complete the set of documents (required by national legislation, including financial projections) for the establishment of public service operators in partner LPAs from Edinet and Straseni rayons.
- Develop the Regulation model on the organization and functioning of the WSS service for partner LPAs.
- Develop the Operation and Maintenance Plan model of the WSS service for partner LPAs.
- Provide support with capacity development through training sessions and technical assistance at the workplace (tariff calculation, contracting procedures, information, communication with beneficiaries).
- Compile the final report.
The service provider shall fulfil the tasks in close coordination with the representatives of LPAs and GIZ regional advisors.
The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables (please see the TOR).
- Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0 (please see the TOR).
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83459922) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than March 6, 2024 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
