Extended Term- Call for invitation to request an offer, to identify a specialized trainer to conduct MEAL training for national CSO partners as a part of Capacity Building activity

Solidarites International, as a member and leader of the Synergies Consortium Group, is requesting an offer to identify a specialized trainer for the workshop with the topic Monitoring, Evaluation, Accountability, and Learning (MEAL) for humanitarian organisations. FCRM tool, as a part of Capacity Building activity within the project Strengthening Moldova’s social cohesion and resilience to the Ukrainian refugee crisis funded by Agence Française de Développement (AFD) and the Fondation de France (FDF).

CONTEXT

Since 1980, the INGO Solidarites International (SI) assists populations affected by conflicts and violence, epidemics, natural or climate-related disasters and economic collapse. Our humanitarian teams are committed to helping people whose lives, health and security are threatened, by meeting their most vital needs.

Solidarites International (SI) is a nongovernmental organization, registered and operational in Moldova since March 2022, started humanitarian interventions in the sector of Water Hygiene and Sanitation (WASH) and Food Security and Livelihood (FSL). Emergency projects are still ongoing in Moldova through the provision of daily hot meals in RACs (Refugee Accommodation Centres), CASH assistance targeting Moldovan families hosting Ukrainian refugees and WASH services (Palanca and Otaci bus stations, border crossing points and RACs).

Starting with March, 2023, SI is developing projects strengthening the social cohesion and resilience of the Moldovan society in its efforts to host Ukrainian refugees in the country by strengthen and empowering of local civil society organizations (CSOs).  

PURPOSE

The capacity-building training strategy will focus on supporting CSOs in improving their ability to interact with recipients of their actions and the quality of those interactions, as well as enhancing CSOs' skills to apply to funding opportunity from various donors.

In order to increase the capacity of CSO partners, Capacity Building - workshops and trainings, should be implemented for 9 CSO partners of Consortium group. Members of the consortium can also participate in training.

Approximate number of participants: 15-18 persons.

The purpose of the MEAL training is to provide a structured approach for national CSOs to program management, allowing organizations to identify successes, challenges, and areas for improvement, and to use data and feedback to make informed decisions about program design, implementation, and resource allocation. It will stimulate ideas on how to design and implement monitoring and evaluation processes that strengthen accountability and learning, and so promote project, program, and strategy effectiveness.

 OBJECTIVES

1) Define concepts and approaches related to MEAL.

2) Include the MEAL approach in a project cycle management.

3) Design and use main MEAL tools (MEAL Plan, survey tools, evaluation report, accountability mechanism).

4) Apply/integrate the MEAL approach in the implementation of humanitarian projects and programs.

Please quote the reference “Capacity-building- MEAL training” in the subject line. The offer must be valid for a minimum of sixty (60) days from the closing date of this invitation to tender.

Offerors are responsible for ensuring that their offers are in accordance with the instructions, terms, and conditions described in the Terms of Reference. Failure to adhere to instructions described in this TOR may lead to disqualification.

Mandatory requirements for trainers and evaluation criteria

  • Experience in working in INGOs, NGOs, in/with civil society organizations (3 points, coefficient 4)
  • Experience in delivering training courses (3 points, coefficient 2)
  • Excellent verbal and written communication skills, strong facilitation skills (will be assessed based on the experience and the type of trainings already delivered) (3 points, coefficient 1)
  • Excellent report writing skills (will be assessed based on the experience and the type of trainings already delivered) (3 points, coefficient 1)
  • Fluency in Romanian, English languages is an asset (3 points, coefficient 1)
