USAID Rural Competitiveness and Resilience Activity (RCRA) Project is a USAID program implemented by Chemonics International in Republic of Moldova. The goal of the RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

As part of project activities, the RCRA requires the purchase of the Public Relations (PR) and Communication Services to help the project build a communication network of journalists, bloggers, and influencers reporting on project’s targeted sectors and aiming to ensure the efficiency of the project communication activities and disseminate the innovative and best practices applied in RCRA technical assistance to the Moldovan agriculture, wine, and tourism sectors.

The selected offeror will be responsible for the following tasks:

• Develop the concept of the journalists/bloggers/influencers network(s) on communication of the project activities.
• Identify relevant members of the network and create the network(s)
• Copywriting press documents, such as press releases, briefs.
• Manage the activity of the journalists/bloggers/influencers network: organize events along the year for the network/s, provide members with relevant information regarding the targeted sectors and project activities, collect request and suggestions on improving network/s activity and project media communication.
• Media and visibility events organization support, per request.
• Daily media and social media monitoring and draft weekly media monitoring reports.

The purpose of this RFQ is to receive quotations for the above mentioned services.

Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ.  Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

Offer Submission Deadline: Offers must be received no later than 18:00 local Chisinau time on September 29, 2023, by email. Any emailed offers must be emailed to MDA-RCRA-Procurement@chemonics.md.

Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 18:00 local Chisinau time on September 22, 2023, by email to MDA-RCRA-Procurement@chemonics.md. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that Chemonics believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.

Only the written answers issued by Chemonics will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of Chemonics or any other entity should not be considered as an official response to any questions regarding this RFQ.
