USAID Rural Competitiveness and Resilience Activity (RCRA) Project is a USAID program implemented by Chemonics International in the Republic of Moldova. The goal of the RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

RCRA requires the procurement of Wine and Spirits Education Trust (WSET) Training Services designed to increase the capacities and product quality and enhance the knowledge of the local sommeliers as well as winery marketing and hospitality staff on Moldovan market.

The purpose of this RFQ is to solicit quotations for the required services.

Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

Offer Submission Deadline: Offers must be received no later than 18:00 local Chisinau time July 6, 2023, by email to MDA-RCRA-Procurement@chemonics.md.  

Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 18:00 local Chisinau time on July 3, 2023, by email to MDA-RCRA-Procurement@chemonics.md. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that Chemonics believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.
