The German Development Cooperation through GIZ is looking for a company or a consortium of companies to assess the local development strategy frameworks of Soroca and Comrat, within its “Strong Businesses and Communities for Moldova” project.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

The objective of the current assignment is to develop an analysis of the existing strategic documents at the level of Comrat and Soroca municipalities, to provide recommendations regarding their improvement and to identify in a participatory manner the priority sectors/areas that require an in-depth approach and that could be the subject of integrated sectoral planning.

To achieve the objective, the service provider shall perform the following tasks:

• Elaboration of the working methodology and its presentation at an Inception meeting (with GIZ/SBC)
• Collection and analysis of relevant data
• Developing a spatial synthesis of the main results of the study using geospatial data presentation tools
• Elaboration of a scenario and a methodology for workshops with the local working groups in Comrat and Soroca
• Organisation and moderation of one workshop in each city with the local IUD working group
• Working meetings with GIZ team
• Elaboration of assessments of the local development strategy frameworks of Soroca and Comrat and selection of priority sectors
• Delivering the final report of the assignment.

The tender is open to private companies, public institutions, non-governmental organisations, professional associations, or consortia, which are residents of the Republic of Moldova, established and operating in accordance with the legislation of the respective country. For a consortium, a cooperation agreement should be included in the technical offer.

Offers shall be prepared in English.

Proposals must be submitted in two parts, consisting of (according to TOR):

• Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
