Tender no. 83438374 Consultancy pool of experts in the field of public service improvement
The German Development Cooperation through GIZ is looking for a company to offer a pool of experts in the field of public service improvement, within its “Strong Businesses and Communities for Moldova” Project.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to set up a pool of experts to support the implementation of Output 1 of the ‘Strong Businesses and Communities for Moldova’ (SBC) project under the guidance of the GIZ programme manager. The design and methodological concept of SBC follows a multi-level and multi-stakeholder approach. The advisory and support-services include policy advice as well as capacity development for relevant stakeholders on national, regional and local level to support the implementation of development strategies and to strengthen their respective capacities.
Focus on the improvement of local public services in the Moldovan priority sectors i) water supply and sanitation, ii) solid waste management, iii) energy efficiency in public buildings. Support services should cover a broad range of different topics and have to be delivered in a flexible, demand-driven, and needs-based way according to the selected priorities. The task of the contractor is to support the implementation of specific actions to improve the public services delivery in the selected sectors with a pool of experts with national experience. Technical expertise and consultancy services will be defined by individual assignments on short-term basis in a need and results-oriented manner. Deliverables will consist of draft policy documents, operational manuals and regulations for service operators, training materials and presentations etc.
To achieve the objective, interested bidders can submit their applications, consisting of (according to the TOR):
- Technical offer, containing (i) the experience of the company, (ii) the concept and proposed methodology; (iii) technical backstopping, (iv) and key experts/personnel and,
- Financial offer, expressed in Moldovan Lei, VAT 0.
The period of assignment is June 2023 – June 2025.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
